1980 03 12 ~ e e e ! i, REGULAR SESSION CHANHASSEN PLANNING CO~ft4ISSION A meeting was held at the Chanhassen City Hall, 7610 Laredo, Chanhassen, Minnesota on March 12, 1980. Present were: Clark Horn Walter Thompson Tom Hamilton William Johnson Also Present Were: Bob Waibel Mark Koegler Craig Mertz Don Ashworth Bjorg Hendrickson, Gerald Hendrickson, Thomas Klingelhutz, Bob Hendrickson, Max McMullen, Steve Harve~: Al Klingelhutz, Walter Hobbs, Dennis Spalla, Jim Orr, Bill McRostie, Mark Nesset, John Havlik, Ken Waldrip The Planning Commission interviwed candidates James Thompson and William Ryan. .", Craig Mertz administered the oath of office to Will~m Johnson. APPROVAL OF MINUTES Walter Thompson moved, Tom Hamilton seconded, to approve the Planning Commission Minutes of February 6, 1980. Motion carried. William Johnson obstained from approval vote. Tom Hamilton moved, Walter Thompson seconded, to note the Lake Study Committee Minutes of January 31, 1980. Motion carried. William Johnson obstained from approval vote. Tom Hamilton moved, Walter Thompson seconded, to approve the Planning Commission Minut.es of February 13 , 1980. Motion carried. William Johnson obstained from approval vote. Walter Thompson moved, Tom Hamilton seconded, to approve the Planning Commission Minutes of January 30, 1980. Motion carried. William Johnson obstained from approval vote. ~om Hamilton moved, Walter Thompson seconded, to note the Public Hearing - North Service Area Minutes. Motion carried. Tom Hamilton moved, Walter Thompson seconded, to note the City Council Minutes of March 3, 1980. Motion carried. ;0 e MCMULLEN SUBDIVISION REQUEST, PUBLIC HEARING e e Bob Waibel presented the City of Chanhassens comments and recommendations on the request of the rezoning, subdivision and variance. Jim Orr commented on the need to upgrade 86th Street from T.H.IOl to the Rice Marsh Manor Subdivision. Chairman Horn opened the floor for comments. There was discussion on the assessments, future status of the road, dust control options, and maintenance. Jim Orr explained the alternate methods of dust control. Chairman Horn commented on the trail easernentthat was recommended by Park and Rec. Tom Klingelhutz stated that he wanted a strictly non-motorized trail. Tom Hamil ton moved, ~valter Thompson seconded, to close the public hearing. Motion carried. Tom Hamilton moved, William Johnson seconded, that the Planning Commission accept the subdivision and rezoning request and rezoning request of Rice March Manor contingent upon the recommendations, as amended, by Staff. Motion carried. PLAN AMENDMENT REQUEST, SKETCH PLAN REVIEW, 6451 GALPIN BLVD. DEVELOPER KEN WALDRIP Bob Waibel informed that the applicant is requesting a plan amendment to construct 44 units of multiple residential structures instead of the 87 units originally proposed and approved. Ken Waldrip illustrated the plan and reported on the housing structures and types. There was discussion on the assess- ments and density. Mark Koegler informed that this area was proposed as low density in the Comprehensive Plan. Chairman Horn requested comments from the members. Walter Thompson: "I would prefer the plan we are seeing now over the one originally proposed, but I think we need a legal opinion." Tom Hamilton: II I would like more time to review the project." ~o\]illiam Johnson: II I think we need more time to review the proj ect and a legal opinion" Walter Thompson moved, Tom Hamilton seconded, to table this matter until the next convenient meeting date. Motion carried. 2 ~ , ,.. ~ CONTINUATION OF REVIEW OF DOWNTO~VN REDEVELOPMENT PROJECT Bill NlcKrostie, Bloomberg Co., illustrated the central business district and the proposed commercial uses. Dennis Spalla illustrated Kraus-Anderson's proposed building and development plans. There was disctission on phasing and the construction process. The financial feasibility of the development is a concern of the Planning Commission. Tom Hamilton expressedhis concern that the new businesses in the development area may not specifically be servicing Chanhassen residents. Walter Thompson expressed concern about the present businesses during the interium period. John Havlik, Mobile Station, stated his position as a result of the redevelopment project. There is a potential that he could lose his business. He also indicated that this development will surround his house by three roads. Arjis Palkans illustrated the 2 special study areas and the issues needing special attention. e Tom Hamilton moved, Walter Thompson seconded, that modification #3 to the Chanhassen Downtown Redevelopment Program Plan as described in the amended plan draft dated February, 1980, will conform to the objectives of the Comprehensive Municipal Plan and is in the best interests of the City of Chanhassen. The Planning Commission is concerned, however, with the financial feasibility of the project and projected traffic patterns in the area of Chan View Road. Walter Thompson left the meeting at 11:15 P.M. OPEN DISCUSSION The Planning Commission 'selected the following 5 candidates in order of preference to fill the vacancies of Tom Droegemueller and Jack Bell. 1. Jim Thompson 2. Mike Thompson 3.
