1.0 Introduction
Alliant Engineering has completed a traffic impact study for the proposed Erhart Farm
development in Chanhassen, MN. The proposed development is located within the area bounded
by Pioneer Trail (CSAH 14) to the south, Powers Boulevard (CSAH 17) to the west, Great Plains
Boulevard (CSAH 101) to the east, and TH 212 to the north (see Figure 1). The main objectives
of this study are to evaluate existing traffic operations, identify potential traffic impacts to the
adjacent roadway network due to proposed development trips, and recommend improvements to
address any identified issues. The study assumptions, analysis, and conclusions/recommendations
are presented herein.
2.0 Existing Conditions
The existing conditions were reviewed to establish a baseline for identifying any future impacts
associated with the proposed development. The evaluation of existing conditions includes
intersection turning movement counts, field observations, and an intersection operations analysis.
2.1 Study Area Intersections
In consultation with Carver County staff, the following study intersections were identified:
Powers Boulevard & Eagle Ridge Road (Future Intersection)
Great Plains Boulevard & W 96th Street
Great Plains Boulevard & Eagle Ridge Road
2.2 Data Collection
2.2.1 Alternative Travel Modes
Currently, multiuse trails run along both sides of Powers Boulevard and Great Plains Boulevard
within the study area. There is also sidewalk present within the existing residential neighborhood
on Eagle Ridge Road. The SouthWest Village Park & Ride is located to the northeast of the
development site at the TH 212 & Great Plains Boulevard interchange, providing access to
SW Transit Express Routes 600, 695, 698, and 699. These bus routes provide weekday service
between Chaska and either downtown Minneapolis or the University of Minnesota campus.
2.2.2 Traffic Volumes
To document existing conditions, weekday turning movement counts were collected at the study
intersections by Alliant Engineering on February 8th, 2022, over the following peak periods:
7:00-9:00 a.m. & 4:00-6:00 p.m.
Additionally, study area historical annual average daily traffic (AADT) volumes were collected
via the Minnesota Department of Transportation’s (MnDOT) online traffic mapping application.

Field observations were completed to identify study area roadway/intersection characteristics
(i.e., geometry, speed limits, and traffic controls), which are summarized in Table 1 and Table 2.

The existing conditions, including the observed weekday a.m. and p.m. peak hour traffic volumes,
are shown in Figure 2. It should be noted that the following weekday peak hours were observed
during the data collection period:
AM Peak Hour: 7:15-8:15 a.m.
PM Peak Hour: 4:30-5:30 p.m.
2.3 Traffic Operations Analysis – Existing Conditions
An existing conditions traffic operations analysis was completed to establish a baseline condition
to which future traffic operations could be compared. Traffic operations analysis results identify a
Level of Service (LOS) which indicates the quality of traffic flow through an intersection. The
LOS results are based on average delay per vehicle, which correspond to the delay threshold values
presented in Table 3. Intersections are given a ranking from LOS A through LOS F. LOS A
indicates the best traffic operations, with vehicles experiencing minimal delays. LOS F indicates
an intersection where demand exceeds capacity, or a breakdown of traffic flow. The LOS D/E
threshold is often used as an indicator for congestion in an urban area. For through/stop-controlled
intersections, a key measure of operational effectiveness is the side-street LOS. Long delays and
poor LOS can occur on side-street approaches even if the overall intersection is functioning well,
making side-street LOS a valuable design criterion.

Table 3 – Level of Service Criteria
After LOS, the second component of the traffic operations analysis is a study of vehicular queuing,
or the lineup of vehicles waiting to pass through an intersection. An intersection can operate with
an acceptable LOS, but if queues from the intersection block entrances to turn lanes or adjacent
driveways, unsafe operating conditions could result. The 95th percentile queue, or the length of
queue with only a five percent probability of being exceeded during an analysis period, is
considered the standard for design purposes.
The traffic operations analysis was performed at the study intersections for the observed
weekday a.m. and p.m. peak hours using Synchro/SimTraffic software. The intersections adjacent
to the study intersections on Powers Boulevard and Great Plains Boulevard were also included in
the traffic models to accurately reflect vehicle arrivals produced by the stop- and signal-controlled
movements at these nearby intersections. The results of the existing traffic operations analysis
presented in Table 4 indicate that all study intersections currently operate at overall LOS A during
the weekday a.m. and p.m. peak hours. Additionally, no significant side-street delay or queuing
issues were observed in the field or in traffic simulations. Detailed operations and queuing analysis
results are presented in Appendix A.

3.0 Future Build Conditions
3.1 Background Traffic Growth
A review of expected traffic volume growth in the development area was conducted to identify the
expected rate of traffic growth on the study roadways. A background growth rate was developed
based on existing and forecast 2040 annual average daily traffic (AADT) volumes from the
City of Chanhassen 2040 Comprehensive Plan. Additionally, historical AADT volumes on the
study roadways from MnDOT’s Traffic Mapping Application were recorded and used to develop
an annual growth rate.
The study area has experienced significant population growth over the last several decades. Within
the Chanhassen study area, population growth has also translated to significant traffic growth, as
indicated by the historical AADT volumes on the roads surrounding the development site shown
in Figure 3.
Considering further population growth is expected over the next several decades, the City of
Chanhassen 2040 Comprehensive Plan as well as historical AADT volumes from MnDOT’s
Traffic Mapping Application were referenced to determine an appropriate background traffic
growth rate within the study area. Given traffic projections within these planning documents and
considering the portion of forecast traffic volumes that the proposed development would account
for, a three percent annual traffic growth rate was chosen to estimate future background traffic
growth independent of trips generated by the proposed development.

The selected annual background traffic growth rate is expected to account for future adjacent
development trips through the year 2033. The chosen three (3) percent annual background traffic
growth rate was applied to the existing weekday a.m. and p.m. peak hour volumes to forecast the
background growth (not accounting for site-generated traffic) for the anticipated Phase 1
development opening year of 2023 and the anticipated Phase 2 development opening year of 2033.
3.2 Potential Roadway Infrastructure Improvements
It should be noted that no near-term roadway infrastructure improvements are currently planned
or proposed that would significantly impact traffic volumes within the study area. A recent project
to realign Great Plains Boulevard between Pioneer Trail and Flying Cloud Drive began in 2020
and will be complete in 2022. The City of Chanhassen 2040 Comprehensive Plan mentions that
Pioneer Trail will require expansion to a four-lane design to accommodate project traffic volumes;
however, no funding for this project is currently planned.

4.0 Proposed Development
The proposed site plan, including proposed land uses for both phases of development, is provided
in Figure 4.
4.1 Phase 1 Development
Phase 1 of the proposed development includes 21 single-family homes to be constructed along an
extension of Eagle Ridge Road on the east side of the site by the year 2023. The extension would
connect the existing portion of Eagle Ridge Road to the existing 96th Street roadway. The Phase 1
development trips would have access to Great Plains Boulevard via the existing intersections at
Eagle Ridge Road and at 96th Street.
4.2 Phase 2 Development
Two potential land use options for the western parcel of the site were analyzed for Phase 2 of site
development: one that includes office buildings and a small retail use, and another that includes
apartment buildings and a small retail use. Both options would also include additional
single-family residential development within the center of the site. The proposed Phase 2
residential development was assumed at the maximum allowed density of four (4) units/acre
for low-density residential land use, as specified in the 2040 Land Use Map in the
City of Chanhassen 2040 Comprehensive Plan. With approximately 44 acres of land designated
for low-density residential development in Phase 2, this would equate to 176 homes. An additional
extension of Eagle Ridge Road would be constructed in Phase 2 to provide a connection to
Powers Boulevard.
4.2.1 Phase 2 Development – Office Scenario
The western parcel of the development site is currently designated as office in the
2040 Land Use Map in the City of Chanhassen 2040 Comprehensive Plan. This would include
three office buildings, each assumed to be three stories tall with a per-story gross floor area (GFA)
of 20,000 square feet. A bank with three drive-through lanes was assumed for the retail portion of
the parcel.
4.2.2 Phase 2 Development – Apartment Scenario
An alternative development scenario for the western parcel of the site was explored assuming
apartments rather than office buildings. The average allowable density for high-density residential
land use outlined in the 2040 Land Use Map in the City of Chanhassen 2040 Comprehensive Plan
was used to develop the assumed number of units for the development. Based on an approximated
developable area of 14 acres and using a density of 12 units/acre, 168 apartment units were
estimated for this land use scenario. Consistent with the office scenario, a bank with three
drive-through lanes was assumed for the retail portion of the parcel.

4.3 Trip Generation
Trip generation estimates for the proposed development were completed for the weekday a.m. and
p.m. peak hours as well as on a daily basis by utilizing applicable trip generation rates from the
Institute of Transportation Engineers Trip Generation Manual, 11th Edition (ITE TGM).
A five (5) percent internal capture reduction was applied for the Phase 2 scenarios to account for
internal trips between the residential, retail, and office (in the office scenario) land uses that would
not generate new external trips to the site. The trip generation estimates are provided in Table 5.

The distribution of development trips for both proposed phases of development, shown in Figure
5, was created based on the existing distribution of traffic volumes on the surrounding roadway
network, the proposed land uses on the site, and on engineering judgement. The directional
distributions were applied to the estimated trip generation for the proposed land uses to produce
the associated trip assignments for Phase 1, Phase 2 (Office Scenario), and Phase 2 (Apartment
Scenario); these site trips are shown in Figure 6, Figure 7, and Figure 8, respectively. The
projected total traffic volumes reflecting both background traffic growth and trips generated by
the proposed 2023 Phase 1 Build Conditions, 2033 Phase 2 (Office Scenario) Build Conditions,
and Phase 2 (Apartment Scenario) Build Conditions are shown in Figure 9, Figure 10, and
Figure 11, respectively.

5.0 Build Conditions Traffic Operations Analysis
To determine impacts associated with proposed development trips, an analysis was completed for
the forecast 2023 and 2033 Build Conditions (i.e., opening year of Phase 1 development and
10 years later) under the existing roadway geometry and intersection traffic control.
5.1 Traffic Operations Analysis – 2023 Phase 1 Build Conditions
The year 2023 Phase 1 Build Conditions traffic operations analysis was performed at the study
intersections for the weekday a.m. and p.m. peak hours using Synchro/SimTraffic software.
Results of the 2023 Phase 1 Build Conditions traffic operations analysis, presented in Table 6,
indicate that all study intersections are expected to operate at overall LOS A during the weekday
a.m. and p.m. peak hours. Additionally, no significant side-street delay or queuing issues were
observed in the traffic simulations. These results closely reflect Existing Conditions, as the
21 homes in Phase 1 of development do not represent a substantial change in traffic generation.
Detailed operations and queuing analysis results are presented in Appendix A.

5.2 Traffic Operations Analysis – 2033 Phase 2 (Office Scenario) Build
Conditions
The 2033 Phase 2 (Office Scenario) Build Conditions traffic operations analysis was also
performed at the study intersections for the weekday a.m. and p.m. peak hours using
Synchro/SimTraffic software. Results of this analysis are presented in Table 7. All study
intersections are expected to continue operating at overall LOS A during the weekday a.m. and
p.m. peak hours. The westbound approach of the Powers Boulevard/Eagle Ridge Road intersection
should be built to include separate left- and right-turn lanes to accommodate the expected site
traffic associated with the office scenario for Phase 2 development. This approach would be
expected to experience significant delay and queueing without separate lanes due to a lack of gaps
in the northbound through, southbound through, and southbound left-turning traffic streams. This
would result in westbound left-turning vehicles exiting the site experiencing long delays and
blocking exiting right-turning vehicles. Detailed operations and queuing analysis results are
presented in Appendix A.

performed at the study intersections for the weekday a.m. and p.m. peak hours using
Synchro/SimTraffic software. Results of this analysis are presented in Table 8. All study
intersections are expected to continue operating at overall LOS A during the weekday a.m. and
p.m. peak hours. Additionally, no significant side-street delay or queuing issues were observed in
the traffic simulations. Detailed operations and queuing analysis results are presented in
Appendix A.

5.4 Traffic Operations Conclusions
Results of the traffic operations analyses indicate the proposed development is expected to have
limited impact on study area traffic operations. No geometric changes or traffic control
improvement needs would be anticipated resulting from proposed development trips. The analysis
results indicate that the new westbound approach at Eagle Ridge Road & Powers Boulevard
constructed for Phase 2 development should include separate left- and right-turn lanes to allow
right-turning vehicles to bypass queued left-turning vehicles and continue through the intersection.
This would be needed for acceptable approach operations under the office development scenario
for Phase 2 only, but would also provide a benefit for the Phase 2 apartment development scenario.

6.0 Site Review
A review of the proposed site plan was completed to identify any issues and recommended
potential improvements regarding vehicle ingress/egress, internal traffic circulation, and
pedestrian/bicycle connectivity. The following key points are offered for consideration:
The proposed new Eagle Ridge Road & Powers Boulevard westbound approach roadway
on the west side of the proposed development in Phase 2 should be constructed to include
separate left- and right-turn lanes.
Ensure turning movements of internal roadways adequately accommodate design vehicles
such as garbage/recycling trucks.
Establish appropriate traffic control (e.g., through/stop control) at internal roadway
intersections to minimize driver confusion and potential conflicts.
Sidewalks and/or trails within the proposed development should be extended to meet the
existing sidewalks along Powers Boulevard and Eagle Ridge Road.
7.0 Conclusions and Recommendations
The following study conclusions and recommendations are offered for consideration:
Results of the existing traffic operations analysis indicate that all study intersections currently
operate at overall LOS A during the weekday a.m. and p.m. peak hours. Additionally, no
significant side-street delay or queuing issues were observed in the field or in traffic
simulations.
Phase 1 of the proposed development would include 21 single-family houses on the eastern
side of the site near Great Plains Boulevard between Eagle Ridge Road and 96th Street. The
proposed development is expected to be completed in 2023. Access to the development would
be provided at the existing intersections on Great Plains Boulevard at Eagle Ridge Road and
at 96th Street.
o The proposed development is expected to generate approximately 15 a.m. peak
hour trips, 20 p.m. peak hour trips, and 198 daily trips.
Results of the 2023 Phase 1 Build Conditions traffic operations analysis indicate that all study
intersections are expected to operate at overall LOS A during the weekday a.m. and p.m. peak
hours. Additionally, no significant side-street delay or queuing issues were observed in the
traffic simulations.
Two land use scenarios for the western portion of the site were analyzed for Phase 2 of the
proposed development: one including office buildings (180,000 ft2 GFA) and retail (assumed
as a 3-lane drive through bank), and one including apartment buildings (168 units) and retail
(assumed as a 3-lane drive through bank). Phase 2 would also include approximately 176
single-family homes in either the office or apartment scenarios.

Access to the western side of the development site would be provided at the Powers Boulevard
and Eagle Ridge Road intersection. Phase 2 of development was assumed to be completed in
2033—10 years after Phase 1 of development is completed.
o The total development site (including the houses constructed in Phase 1) would be
expected to generate approximately 416 a.m. peak hour trips, 499 p.m. peak hour
trips, and 3,974 daily trips for the office scenario for Phase 2 development.
o The total development site (including the houses constructed in Phase 1) would be
expected to generate approximately 220 a.m. peak hour trips, 334 p.m. peak hour
trips, and 3,198 daily trips for the apartment scenario for Phase 2 development.
Results of the 2033 Phase 2 (Office Scenario) Build Conditions traffic operations analysis
indicate that all study intersections are expected to continue operating at overall LOS A during
the weekday a.m. and p.m. peak hours. The new westbound approach at Eagle Ridge Road &
Powers Boulevard constructed for Phase 2 development should include separate left- and right-
turn lanes to provide acceptable approach operations.
Results of the 2033 Phase 2 (Apartment Scenario) Build Conditions traffic operations analysis
indicate that all study intersections and approaches are expected to operate at overall LOS A
or better during the weekday a.m. and p.m. peak hours. Additionally, no significant side-street
delay or queuing issues were observed in the traffic simulations.
No geometric changes or traffic control improvements to the existing roadway network are
required resulting from anticipated site-generated traffic.
