1981 04 15 e MINUTES OF THE SPECIAL CHANHASSEN PLANNING COMMISSION MEETING HELD APRIL 15, 1981 AT 7:30 P.M. CHANHASSEN CITY HALL APPROVED ON .!; - ,,-'6 ( AMENDED ON 5- 6- 8' Members Present: Chairman A. Partridge, L. Conrad, C. Watson, J. Thompson. Members Absent: M. Thompson, W. Thompson, H. Noziska Staff Present: B. Waibel, M. Koegler Mr. Mark Koegler presented a letter to the Planning Commission from Minnegasco dated April 3, 1981 requesting MUSA line inclusion. Mr. Koegler discussed the classification of Lyman Blvd and New County Road 17 with respect to relative to road improvement funds. If classified as minor arterials they would be eligible for funds whereas collectors they would not. e The concenses of the Planning Commission was that these streets should remain classified as collectors. The Planning Commission feels that it is not necessary this time, county has no plans to build west of 41 and east of 101, and would serve as a primary access to proposed land fill site D. The Planning Commission expressed concern that language concerning upgrading Hwy 5 be drafted to emphasize the need for ungrading. They also indicated that Hwy 5 be shown on the Comprehensive Plan as an intermediate arterial as opposed to minor arterial. Land Use Plan Discussion: Mr. Koegler discussed the progress of the review and submittal status of the Comprehensive Plan. Mention was made of the Lake Ann interceptor status, and potential changes to MUSA line. Discussion was made of inclusion of the 96th Street area into the MUSA as per the 201 study. The Planning Commission concensus was to include the Minnegasco property into the MUSA and 96th Street area if on line only service was provided to the existing city system. e e Page 2 Planning Commission Minutes April 15, 1981 Capital Improvements Program: A request was made by the Chairman that more project detail i.e. project title be given provided as to the bond issues listed on page 9 of the implimentation section. Open Discussion: Mention was made of including language in the solar access section that address developer demonstration of adopting reasonable state of the art technol.gy for energY efficiency. Also, it was recommended that a statement regarding metropolitan scaled landfills be included in appropriate sections of the plan. e e
