Park and Recreation Commission
August 4, 1981

A regular meeting of the Chanhassen Park and Recreation Commission was called to
order on August 4, 1981 at 7:35 p~m. The following members were present: Michael
Lynch, Tom Schoenecker,Chuck Koivisto, Mary Muelhausen and Joe Warneke. The
following members were absent: Phyllis Pope, Jack Mauritz.
MINUfES: A motion was made by Chuck Koivisto and seconded by Joe Warneke to
approve the minutes of the last meeting with the following amendment:
LAWCON GRANTS: Status Update: Lake Lucy: Has been given top priority to submit
final application for approval by state and federal to obtain land for a boat
access.
Motion unanimously approved.
Staff was directed to send a letter to the Lions Club to see what plans they have
in mind for using the beams from the old barn to form a shelter.
REVIEW 5 YEAR CAPITAL IMPROVEMENT BUDGET AND 1982 BUDGET: City Manager Don Ashworth was
present at the meeting to go over the 5 Year Capital Improvement budget and the 1982
Budget. The City Manager detailed the financial sources available for park improve-
ments. He explained how funds, once they are approved for a program, cannot be used
for any other purpose than that program unless it is a by-product of the main program.
He discussed primary sources of funds for the operating budget: 1. Park Acquisition
and development funds - are from permits on new homes and commercial structures. 2.
Revenue sharing funds are also added.

He answered any questions regarding the 1982 budget, and asked the commission if they
wished to become involved in making recommendations on the operating budget. The
commission agreed that the handling of the operating budget should be left as is.
A motion was made by Chuck Koivisto and seconded by Tom Schoenecker that the meeting
be adjourned. Motion unanimously approved. Meeting adjourned at 8:30.
