Park and Recreation Commission

A regular meeting of the Chanhassen Park and Recreation Commission was called to order
on December 1, 1981 at 7:35 p.m. The following members were present: Michael Lynch,
Joe Warneke, Mary Muehlhausen, Jack Mauritz, Tom Schoenecker, and Richie Hemping.
The following members were absent: Chuck Koivisto.
The Park and Recreation Commission welcomed their new member, Richie Hemping, to the
board.
MINUTES: A motion was made by Tom Schoenecker and seconded by Jack Mauritz to approve
the minutes of the last meeting with the following amendment:
To correct the spelling of a commission member's name from: Mary Muelhausen to read
Mary Muehlhausen.
Motion unanimously approved.
CHUCK KOIVISTO'S EXPIRING TERM: Chuck Koivisto has informed the Park and Recreation
Commission that he will not be able to continue his service to the commission because
of a conflicting business schedule.
Staff was directed to contact Brian Foltz to see if he is still interested in serving
on the Park and Recreation Commission and ask that he attend the next meeting to be
interviewed again by the Commission.

REVIEW, PARK CONCEPT PLANS: Mark Koegler was present at the meeting to present plans
for the Rice/Marsh Lake Park and Lake Susan Park.
Rice/Marsh Lake Par~: Options for expanding active play area depending on the possibility
of attaining fill material.
Plan A: Plans to use existing parking area. Small boat access - walk-in type (No trail)
Would have little impact on housing with regards to noise and traffic.
Plan B: Would utilize land to the south of the parking area instead of the marsh area.
Expanded parking, ball diamond, tennis courts, lengthy canoe access. Would have slightly
more impact on a few of the houses.
A more detailed plan would be submitted to the Watershed District which is concerned
about how the fill would intrude on the 100 year flood elevation. A permit from the
DNR may also be necessary. Alterations to these wetlands maybe difficult.
Factors to consider: Present play area drops orf about 3' showing it definitely has been
filled. Questions asked: Would Plan B require less fill than A? The contour source is
questionable - would probably require only slightly 'less. Would public hearings be
required on park land adjoining people's property? No public hearings would be necessary.
Will soil studies be made? Yes.
Work can be done on Plan B without messing up the present park. Everything planned
would provide what the Commission has been asked to supply by a Representative of the
Chanhassen Estates Recreation Program at the last meeting.

Plan A is questionable if a;tennis court could be built easily. A road access to the
lift station would have to be maintained if Plan B is used

Staff was directed to check with people from the Rice/Marsh Lake area to get their
comments on both plans, and to invite them to the next meeting.
Lake Susan Park:
Land to the south of the park is for residental development. Land to the north of the
park is for commercial development. A well has been sunk and a well house/picnic shelter
is to be completed by the spring of 1982.
Plan A: Ball diamond, tennis courts, open spaces, picnic facilities, fishing dock for
children. Another fill situtation if any active play area is to be built.
There is concern by the Watershed District on contour levels. Levels set at 884 and 893.
A tennis court is questionable as it is both wetland and lowland. Hiking trails and a
Vita Course were suggested as being more practical for the area.
Access road to the pump house is part of the project cost. Maybe able to get parking
spaces around the loop access for the utilities. The Commission asked Mark to rough up
something for parking for the next meeting. He was also asked to identify the trail
system for the Rice/Marsh Lake area. Parking and picnic area will have to be done but
other project activities will be determined by how fast the residental area to the south
of the park develops.
Dock Cost? To be considered when they review the Capital Improvement Plan.

Question on making access to the pathways for the handicapped was asked. The Commission
suggested that in all circumstances the handicapped should be considered if possible but
with limited budgets and the acreage involved they should recognize that some places,
such as park pathways) will not always be accessible to everybody.
The Commission agreed that it is a good long range concept plan. They suggested that
they proceed with the well house area plans but that the rest of the plan wait for
further residental development to the south. They considered the Rise/Marsh Lake area
more important as it is for an already developed area.
Torn Schoenecker informed the Commission of a meeting of the Minnewashta Heights homeowners,
and asked that Fran attend to help answer questions regarding development of their park.
He asked for a concept plan to show the homeowners and was interested in how park develop-
ment could be financed. He was informed that it maybe a long time before they are able
to develop the park.
NAMING OF PARKS: A motion was made by Mary Muehlhausen and seconded by Jack Mauritz to
have the name of the Western Hills Park changed to Chanhassen Pond Park. Motion
unanimously approved.
A motion was made by Torn Schoenecker and seconded by Jack Mauritz that the Chanhassen City
Hall/School Park be changed to City Center Park. Motion unanimously approved.
Minnewashta Heights Park: Names suggested: Meadow Green. Torn Schoenecker will ask f01
suggestions at the homeowners meeting in January or February. ~.

A motion was made by Mary Muehlhausen and seconded by Richie Hemping to adjourn the
meeting. Motion unanimously approved. Meeting adjourned at 9:20 p.m.
