PRC 1979 11 20 MINUTES ~ SPECIAL MEETING Chanhassen Park and Recreation Commission November 20, 1979/City Offices Chairman Joe Betz called the meeting to order at 7:35 p.m. Members present were Joe Betz, Phyllis Pope,Mary Muehlhausen Walt Coudron, Tom Schoenecker, and Mike Lynch. Tom Seifert was present representing the Lotus Lake Association. There was a great deal of dialogue over the concern expressed in Mr. Seifert"s letter to the City Manager dated October 27,1979. The concern was expressed about the necessity of a need for a public boat access on Lotus Lake and the location of the proposed site. Phyllis Pope gave a brief history of the Carver Beach boat launch area, Mr. Seifert stated that he would prefer to see the public access at the Carver Beach site. ~ Walt Coudron stated that people had been launching boats at Carver Beach for many years. Phyllis Pope commented that the City Council had asked the Park and Recreation Commission and thePlanning Commission to find a better location on the lake for boat launching other than Carver Beach. Several sites were inspected and the Near Mountain Property on the north end of Lotus Lake was determined to be the most suitable for a public boat launching site. Walt Coudron gave a report of the Lake Study Committee. Metropolitan Council lake access guidlines were reviewed by the Commission. Tom Schoenecker made a motion that the Park and Recreation Commission recommend that the City make final application for LAWCON funds to develop lake access on the Lotus Lake Park located on the north end of Lotus Lake. Mike Lynch seconded the motion. Motion passed. No nega ti ve vote s . Phyllis Pope made a motion that the City Council agrees that the final approval of acceptance of funds are pending on the following concerns: 1. Result of the Lake Study'Committee report on surface water use. ~ 2. Number of parking spaces. 3. Dredging of lake. 4. Docking and ramp characteristics. 5. Enforcement of Park and lake usage rules. 6. Community impact. -' 7. Commission input. Mary Muehlhausen secondedthe motion. Motion passed. No negative votes. The Commission reviewed the letter from Carver County engineer regardimg the funding of pedestrian bikeway underpass facility CSAH 17 in ChanhassE Don Ashworth explained the options available. Tom Schoenecker moved that the Park and Recreation Commission recommend to the City Council that the City/County proceed with a grant application to carryout construction of the above noted pedestrian/ bikeway underpass facility (pursuant to the letter received from Carver County, dated 11-19-79 ). It is recommended that the funding for the above construction be carried out as a part of the overall housing and redevelopment authority plan for the downtown and business park area. Further it is recognized that, as the various public hearings necessary to assure funding through the tax increment plan has not been completed, that such funding may not be determined feasible. If it is determined that it is not feasible to fund Chanhassen's local share of such construction, the Park and Recreation Commission recommends that such funding occur through the Park Bond Fund. Motion seconded by Phyllis Pope. Ayes all. Mike Lynch made a motion to adjourn. Walt Coudron seconded the motion.
