PRC 1979 12 04 Minutes Park and Recreation Commission ~ December 4, 1979 A regular meeting of the Chanhassen Park and Recreation Commission wa~, called to order at 7:30 p.m. on December 4, 1979 by Acting Chairman Phyllis Pope. The following members were present: Phyllis Pope, Tom Schoenecker, Ellis Thomas, and Mike Lynch. Joe Betz arrived late. Also in attendance were Ed Dunn, Stelios Aslanidis, Bob Waibel and Mark Koegler. MINUTES: A motion was made by Tom Schoenecker and seconded by Mike Lynch to approve the minutes of November 6, 1979. No negative votes. Motion carried. A motion was made by Tom Schoenecker and seconded by Mike Lynch to approve the minutes of November 20, 1979, with the following amendment. Paragraph 11 should read "5 Ayes, 1 No". No negative votes. Motion carried. INDUSTRIAL/COMMERCIAL PARK CHARGE: Russ Larson, City Attorney explained the State law as it relates to Commercial/Industrial park charges. He explained that he was uncomfortable with the present law and would like to make some changes. ,...., Tom Schoenecker stated that it might be a good idea to question the density of each building as they are beginning construction. This might be done by consulting the State Building Code. Mike Lynch commented that people who work in the City may very well use the recreation facilities. Mr. Ed Dunn gave his comments on the ordinance. Russ Larson questioned the term "fair market value". Does this mean raw land cost or does it include improvements? The Park Commission tabled this item and set a special meeting for Tuesday, December 11, 1979, to further discuss the issue. COMPREHENSIVE PLAN: Mark Koegler, City Planner, reviewed the park element of the City Comprehensive Plan. DUNN AND CURRY: Mr. Dunn reviewed his future development plans with the commission and staff. A field trip was set up for Friday, December 7, 1979, to observe the areas he will be developing. The developments will be discussed at a special meeting on Tuesday, December 11, 1979. A motion was made by Tom Schoenecker and seconded by Phyllis Pope to have staff look at Lake Ann needs and work with Dunn and Curry to prepare alternative plans for Lake Ann. No negative votes.
