Park and Recreation Commission Minutes Tuesday January 10. 1978 City Hall The meeting was called to order by Pat Boyle. acting chairman at 7:45 p.m. Members present; Pat Boyle, Shirley Chellis, Mary Muehlhausen and Phyllis Pope. Mary Muehlhausen made a motion to table the minutes of the last meeting. Phyllis Pope seconded the motion. Motion carried. Dan Schaitberger, President of the Chanhassen Snowmobile Club and John Havlik were present at thei'meeting. They explained their Club function to the Commission. They graphically showed where the trail system they traverse was located in the City of Chanhassen. They also described how the trail was marked and what could be done to improve the trail. They said they would like to see the Chanhassen trail tie into other surrounding communities' trails. Mr. Schaitberger explained the Snowmobile Drivers License Laws and how they apply to different age groups. The Park and Recreation Commission requested the Club to meet with them some- time during the summer and discuss their needs for hext winter. (" Bill Brezinsky of Schoell and Madson Engineering firm was present. He explained to the Park and Recreation Commission where the MSAS 101 road would be iliocated, and the effects of the drainage and erosion problems which may result. He also discussed the Check Dam proposed to be built at Western Hills Park. He assured the Commission that they would b~ consulted before the dam would be built and there was flexability as the height of the dam and the water level in the pond. Mr. Brezinsky informed the Commission that the Drainage Culvert that is in the Park should be on the owner's property. The Park and Recreation Commission have discussed the ~/t~ .th possibility of changing the existing grade and elevations so the entire acreage ~ J/~~~ can be used for soccer. football. baseball, softball, tennis. track and field ~ etc. He informed the Commission that this could be done most efficiently and economically when the road was being built. He said it would be neces- sary to obtain elevation contours of the area befor any grading could take place. There is also a strong possibility that a joint powers agreement with the School District may be necessary. Phyllis Pope made a motion to have the Park and Recreation Commission request approval ~ the City Council to have Schoell and Madson the City Engineer develop a topographical map of the area behind the Chanhassen Elementary School and the City Office for future development of the area for active play for both:the City and the Schoel. r"... Motion passed. ..."" Mr. Callahan reviewed the Hockey Light situation; stating that due to the weather conditions the new lights are on temporary connection until the frost gets out of the ground and when this occurs the job will be completed. Mr. Callahan informed the Commission that the final application was due February 10, 1978 and that the City Attorney is having the property appraised. Mr. Callahan explained that most of the Park and Recreation members term of office had expired. This should be discussed aththe next meeting and then sent on:tbco the City Council for their action. Phyllis Pope requested the Commission expend $15.00 of its funds to become a member of the Northwest Tennis Association to become eligible to host a Tennis Tournament in 1978. Unanimous approval. Pat Boyle gave a short report on Baylor Park and Carver Park. Mary Muehlhausen made a motion to adjorn. Shirley Chellis seconded. Motion passed.
