Park and Recreation Commission Minutes
April 18, 1978
Chanhassen City Hall
The meeting was called to order by Chairman Joe Betz at 7:45 p.m.
Other members present were Pat Boyle, Denis Stedman, Mary Muehlhausen,
and Phyllis Pope. Walter Coudron arrived late.
Conrad Fiskness was present and discussed the Riley Watershed District.
He expressed concern about the City establishing an open space, corridor,
and trail system. Mr. Fiskness commented on how the District helped
Eden Prairie in the development of their trail system. He stated that
the District would be happy to cooperate with the City in developing
a City Trail System which would be compatible with surrounding
communities. Mr. Fiskness suggested that the Park and Recreation
Commission write the Watershed District when it develops plans for
park and open space South of Highway 5.
Discussion of amending Ordinance 14A was conducted. Ordinances
from other surrounding communities were examined, particularly with
respect of their application to the contribution by business and
industry to the Park Aquisition and Development Fund. After considerable
discussion, Pat Boyle made a motion that the City Council consider
the following option and instruct the City Attorney to ammend Ordinance
14A.
1. In all plats for commercial, industrial, offices or other uses,
f or any combination thereof, the Council may require a reasonable portion
of such proposed subdivision to be dedicated to the public for public use
as parks, playgrounds, public open space or storm water holding areas
or ponqs with a minimum requirement that 12% (percent) of the gross
area being subdivided be so dedicated; provided, however, that the
Council may in the alternative, require the subdivider to contribute
an equivalent amount in cash based on the fair market value of the
undeveloped land involved in the proposed subdivision.
2. Submit the Eden Prairie Ordinance adopting the commercial/office/
industrial/$1200.00 per acre to the city attorney to amend Ordinance
14A to include commercial/office/industrial property or other uses.
Mary Muhelhausen seconded the motion. Motion passed.
Park and Recreation discussed the letter from Mr. Lance Fisher
requesting permission to install a slalom water ski course on Lotus
Lake. Phyllis Pope voiced concern that because there are swimming
beaches on the lake, it may be dangerous to swimmers. Mary
Muhelhausen felt that there would be increased noise and traffic
on the lake.
The Park and Recreation Commission feels that there has not been
sufficient research and petitioning of residents living directly on
Lotus Lake to consider the issue at this time. There is also some
i~ concern about the petition since one of the Park member's address
appears on the petition without his knowledge of being contacted.

Phyllis Pope made a motion that the Park and Recreation Commission
request the Ecological Committee to provide the Park and Recreation
Commission with their Water Surface Use and zoning recommendations
for consideration at the May 2, 1978 meeting. Denis Stedman seconded
the motion. Motion carried.
Phyllis Pope and Mary Muehlhausen volunteered to do a study on
trail systemsin the City and report back on May 16, 1978.
Pat Boyle volunteered to study neighborhood Parks.
Denis stedman and Walter Coudron volunteered to study athletic
fields.
The preliminary sketch plan of Western Hills Park was reviewed.
Joe Betzquestioned the parking and wondered what the implications
of moving the parking lot might be.
The Park Commission would like to see faster growing trees at the
entrance to the park.
A foot trail wide enough for a maintenance truck should be developed
with a barrier to stop traffic.
The Park and Recreation Commission would like to plant a tree or
trees in Lake Ann Park for Arbor Month.
