The regular meeting of the Park and Recreation Commission was called
to order by Chairman Joe Betz at 8:00 PM. The following members
were present: Phyllis Pope, Pat Boyle, Shirley Challis, and Denis
Stedman. Absent were: Ron Berg and Margaret Thompson. Interested
persons present: Dennis Loechler and Darrell Kempfert from the
Chanhassen Estates Residents Association.
APPROVAL OF AUGUST J, 1976, MEETING MINUTES: Correction of page 4,
Pat Boyle agreed to check on the bike paths not Phyllis Pope.
Pat Boyle made a motion that the meeting minutes of August J, 1976,
be approved as typed with the above correction. Phyllis Pope
seconded it. Motion carried.

CHANHASSEN ~STATES RESIDENTS ASSOCIATION~--
Tennis Courts: The residents want to know the possibility of building
another court in Chanhassen Estates and the funding possibilities.
The cost to build one court is approximately $10,000. Dennis Loechler
and Darrell Kempfert will find out the interest and need for more
tennis courts and come back with a report so the Park and Recreation
Commission can look at this for the future. The question was brought
up if the time length could be extended for doubles playing tennis.
It was decided that any singl~waiting, an extention would not be fair,
therefore, an hour time limit should stick. Another consideration was
if adults could have priority on weekends. Pat Boyle has agreed to
check into this to make sure adults do/would have priority for the
weekends.

Trees and Shrubs planted around sewage lift station: The lift station
is painted in dark green making it an "eye sore". The suggestion was
if trees and/or shrubs could be planted around it to hide it to a degree
It was recommended by the Park and Recreation Commission that C.E.R.A.
would have to approach the City Council with this problem first.
Gate or Chain to Control. Access to Lift Station: Some burglaries have
been committed; could access by controlled? It was again recommended
by the Park and Recreation Commission that the first place to go with
this problem would be to the City Council.
Side Walls for Existing Shelter in Park for Ice Skating Wind Break:
There is no real shelter except for a roof so could walls be put
around this roof for winter use. It was noted that the roof is in
need of repair. It was suggested that benches could also be used.
Joe Betz suggested that if the picnic tables could be enclosed in the
walls, they could be used as benches. It would seem that the C.E.R.A.
would have no problem in putting this together, A temporary wall
structure would be no problem in putting down, up and storing.

Improve Baseball Diamond: The baseball diamond part of the park is ~
also being used for T-ball three nights a week, could some lime (absorb-
ent material) be put in. No cost figures on improving the diamond
were available at this time. There would be a difference in the size
and cost between a baseball diamond and a softball diamond. Dennis
Loechler and Darrell Kempfert to come back next month with more
specific needs for improvement. Pat Boyle felt this item could be
put into next year's budget with no problem.
Rice Marsh Lake: Pat Boyle suggested that some of the left-over fill
used elsewhere could be used here. Dennis Loechler and Darrell Kempfert
to get back to the Park and Recreation Commission with the amount of
fill needed.
Bike Paths: A bike path along Hiway 5 to the lights at Hiways 5 & 101
would greatly help the children in getting to Lake Ann or into
Chanhassen. This will be taken under consideration.
CARVER BEACH ASSOCIATION --
Phyllis Pope received a letter dated August 16, 1976 thanking the
Park and Recreation Commission for the signs put up and also suggesting
a few other needs. Among~ the needs were steps down the steep slope
and picnic tables which should be two of the first considerations on
the budget. (See copy of letter for further and complete information).

A t the swimming beach where people were getting sick an:, investigation
was made and a report was just received by Don Ashworth from the
State Department of Health - Environmental Fields saying there are no
pollutants in the lake.
The gate keepers are working only on weekends from now through Labor
Day.
Park Ordinance No. 14 -- Don Ashworth to get a report back to the Park
and Recreation Commission on this.

Mike Gorra, owner of parcel next to Lake Ann. Owns about 60 acres.
According to Don Ashworth, a restraining order could be placed saying~
the Park and Recreation Commission is ready to take action immediately
on this property. 'I'he owner does want to build immediately. He ,
would be open to an earnest money contract or an option to purchase
agreement. Determination should be made as to what the municipalities
want to do. Ten thousand dollars ($10,000) should be budgeted for
option to purchase on thfus piece of property. The owner wants to
develop the north half (east side of the creek approximately 400-
'500 feet baclc from the lake).
Denis Stedman made a motion that the meeting be adjourned. Shirley
Challis seconded. Motion carried. Meeting adjourned at 11:00 PM.
