PARK AND RECREATION COMMISSION MEETING
February 6, 1969, 8:00 p.m.
The following members were present: Ed Seim, Sally deLancey,
Harvey Will, Merv Eisel, Berk Rodgers, and Glady McCary. Steve
Wolf was absent.
Visitors: Mr. Brauer and Mr. Fjare of Brauer and Associates.
Adolph Tessness and Russ Pauly representing the teenagers.
Ed Seim expressed appreciation from Park and Recreation for the
wonderful farewell dinner Sally deLancey held in honor of our
past Chairman Paul Flucke and his wife Ruth.
TEEN CENTER: Harvey Will reported the teenagers would like to
begin by having the Village basement on Saturdays from 12 noon
to 11:00 p.m. and Sundays 12 noon to 8:00 p.m. They are interested
in having a canned pop machine, pool table, pin ball machines.
They prefer to operate on a membership basis.
Russ Pauly presented a petition listing 35 students that would be
interested in this teen center. Mrs. McCary reported someone
willing to furnish pin ball machines for a 50 per cent profit
and would also furnish a pool table. This source would also be
willing to delete the money profit guarantee if the equipment
were handled carefully. Sally deLancey reported the senior
citizens were very willing to share their meeting place with the
teenagers. The main problem is in providing a supervisor and
proper maintenance.
HISTORICAL SOCIETY: Merv Eisel reported he contacted interested
people and acquired a Carver County Historical Book from the
Museum in Waconia. Mr. Weinzierl is President of Historical
Society in Young America.
PARK PLAN: Mr. Brauer presented two plans - Plan A which involves
Lake Ann area and is most desirable. Plan B KeIrn swamp area.
Mr. Brauer advised Park and Recreation to think of two kinds of
parks.

Community park - coming from bond issue structure.
Neighborhood park - coming from developers dedication.
After much discussion on both park plans, Sally deLancey moved and
Merv Eisel seconded that Park and Recreation adopt Plan A. Motion
carried.
A motion was made by Harvey Will and seconded by Merv Eisel that
the Park and Recreation Commission ask the Council to authorize
an electlon to be held on the question of authorization should
the Village be requested to spend $250,000 for the acquisition and
development of Park lands consistent with the plan adopted. Motion
carried.
A motion was made by Berk Rodgers and seconded by Merv Eisel that
the Village Council hold a special meeting including the Planning
Commission, Industrial Commission, Human Rights Committee and
Park and Recreation Commission for the specific purpose of the
presentation, discussion and adoption of the proposed park plan
and bond issue election. Motion carried.

This meeting will be held on March 3rd and will be a public meeting
set up by Mayor Coulter and published ten days prior to March 3rd.
The Park and Recreation will meet with the Village Council on --'
February 17 to ask for the authorization of a public hearing on
March 3rd.
Park and Recreation will hold its next meeting on February 20.
COMMUNITY REPORTS:
SKATING RINK: Adolph Tessness explained the various problems
involved with maintaining the skating rink but assured us every
effort is being made for proper maintenance from now on.
VOLLEYBALL: This program will begin on Tuesday, February 11 from
7:30 to 10:00 p.m. and continue for ten weeks. Jim Shermock will
supervise the program. Gladys McCary and Rosemary Will will
take care of registration.
ARBORETUM: Ladies interested in the Arboretum from the Chanhassen
Village were invited to a meeting at Rosemary Will's home. Mrs.
Edith Herman was present and gave an interesting talk on the
history of the Arboretum and invited everyone to take part in the
various oppertunities and workshops the Arboretum offers.

A motion was made by Sally deLancey and seconded by Merv Eisel
that the Village Council approve Mrs. Gladys McCary as a member
of the Park and Recreation Commission. Motion carried.
Mr. Adolph Tessness asked that the Park and Recreation Commission
support Sanitary Bill 159 which is now in the Legislature. A
motion was made by Sally deLancey and seconded by Harvey Will
that the Park and Recreation Commission send a letter to Senator
Metcalf in support of Bill 159 - no construction of cesspool or
structure for treatment or disposal of garbage or sewage wastes
within 125 feet of any lake - with a recommendation that the
Village Council also do so. Motion carried. Mr. Ed Seim will
write this letter.

AMENDMENTS TO MINUTES OF FEBRUARY 6, 1969

The Park and Recreation Commission has given its final approval
to the park plan developed by Brauer and Associates under the
terms of the agreement approved by the Council last fall. We
hereby request the presence of the Council at a special meeting
of the Park and Recreation Commission on February 20 at which
time the details of the park plan will be presented to the
Council by Mr. Brauer, Mr. Fjare, and the members of the Park
and Recreation Commission.
The Park and Recreation Commission hereby requests the Council
of Chanhassen to authorize a special election for the purpose of
determining if the citizens of Chanhassen will authorize the
Village to sell bonds to the extent of $250,000 for the acquisition
and developments of park lands consistent with the proposed park
plan.
Further, the Park and Recreation Commission requests the Council
to authorize a special meeting including the PlanningComrnission,
Industrial Commission, Human Rights Committee, Park and Recreation
Commission and other Village personnel, and the general public
citizenry of Chanhassen, and other interested persons for the
specific purpose of attending a formal presentation, discussion,
and adoption of the proposed park plan and bond issue election.
This meeting will be a public meeting and notification of its
occurance and date will be published at least ten days in
advance. The Park and Recreation Commission recommends March 3rd
