Dear Mr. Hoffman:
Department staff has now completed review of the materials you submitted on the revision to the surface
use ordinance in your city. This revision would repeal the provision requiring an observer in the boat for
water skiers, and default to the state standard of allowing either an observer or wide-angle rear view
mirror. In light of this review, I am approving these surface use restrictions as required by state law and
rule.

Pedestrian Crossings at Highway 5 Intersections - Project No. 04-08
Dear Mr. & Mrs. Weber:
Thank you for your letter dated October 25,2005 regarding the pedestrian bridge
closure and your concerns with the at-grade crossings of Highway 5 with Great
Plains Boulevard and Dakota Avenue.
I am writing to let you know that the City and MnDOT will be looking at ways to
provide safer crossings of Highway 5 while the pedestrian bridge is closed due to
construction of the water treatment plant. These steps may include the
lengthening of pedestrian crossing times at the affected intersections. City staff
will also make it a priority to keep the trails plowed at these intersections this
winter. The City is planning to open the pedestrian bridge as soon as the water
treatment plant site is safe for the public. We all hope that this will occur prior to
the completion of the treatment plant, which is scheduled for December 2006.
If you have further questions or concerns regarding the water treatment plant or
the pedestrian crossing on Highway 5, please contact City Engineer Paul Oehme

property as it borders Power Hill Park and is home to a drainageway that has
experienced significant erosion in recent years.

proposed development. Aplanned trail on the north side of Lyman Boulevard
will provide connections to area parks and the entire comprehensive trail plan.
Traveling east on this trailto the Highway 101 south trail provides access to
Bandimere CO:rnm.uhity Park. A sidewalk connection from the internal street to
the intersection of Lyman Boulevard should be required.
