REQUESTED ACTION
Approve quotation for modification of existing Lift Station #27, Moccasin Trail.
DISCUSSION
Staff is requesting the Council approve modifications for Lift Station #27 to
accommodate additional flows from the Highcrest Meadow development. Due to
the additional sewer flow from the Highcrest Meadows development, Lift Station
#27 (located on Moccasin Trail in the Longacres addition) will need to be
modified for additional capacity and to increased reliability. The gravity designed
sewer in the Highcrest Meadows development have necessitated a capacity
increase to Lift Station #27 and have brought about the deletion of a small private
lift station previously located at the south end of Highover Drive. The developer
could have included an additional lift station in the development to service the
development, however, it is would be more economical for the City to have Lift
Station #27 upgraded then to have another lift station for the City to maintain.
New flows will consist of the homes in Highcrest Meadows development and five
existing units on Highover Drive. The existing electrical panel for the lift station
will need to be replaced to meet the requirement for additional HP and pumping
capacity. Reliability and maintenance issues have plagued the current station, as
multiple blockages have degraded the pumps solids clearing ability. The existing
piping for the lift station is adequate for the calculated ultimate flows.
Modifications to Lift Station #27 will entail the replacement of two 7.35 HP
pumps with larger horse power pumps and their associated mounting hardware.
The proposed panel will convert the available l-Phase power to 3-Phase through
the use of a VFD, or Variable Frequency Drive. With the new pumps using an
application specific impeller to handle the solids, in addition to the new panel,
station failures and utility department callouts should be significantly reduced.

Staff received two quotes for each of the three improvement items. Staff has
selected the lowest quoter for each item. Not all venders were able to submit a
quote for each improvement items. The low quoter for the lift station pumps and
lift station electrical panel (VFD) was Quality Flow Systems, Inc. in the amount
of $39,905.55. The low quoter for the electrical panel (VFD) installation was Al
Electric in the amount of $1,536.00. The total project quoted cost is $41,441.55.
FUNDING
The developer of Highcrest Meadows has agreed to pay for the added capacity of
the station which was calculated at $20,000.00. The funds have already been paid
to the City and were agreed to in the Highcrest Meadows development contract.
The City is proposing to pay the remaining amount of $21,441.55 out of the
sanitary utility fund. The funding for the improvements was budgeted in the 2006
CIP, SS-019.
