1984 01 11 e Planning Commission Minutes January 11, 1984 Regular Meeting Members Present Jim Thompson, Ladd Conrad, Bill Ryan and Tom Merz. Staff Present Bob Waibel, City Planner and Vicki Churchill, Secretary. Planning Commission Appointments Michael Thompson and Susan Albee were present seeking reappoint- ment for the Planning Commission. There were no other responses for these positions. Ryan moved, seconded by J. Thompson to reappoint Thompson and Albee to the Planning Commission. All voted in favor and the motion carried. Planning Commission Organizational Items The Commissioners reviewed the Planning Commission By-Laws and felt no changes were necessary. e J. Thompson moved, seconded by Merz to accept the By-Laws as written. All voted in favor and the motion carried. Ryan moved, seconded by J. Thompson to elect the same persons for Chairman and Vice-Chairman, Conrad and M. Thompson respectively. J. Thompson, Ryan and Merz voted in favor, Conrad abstained, motion carried. Ryan moved, seconded by J. Thompson that Michael Thompson be appointed to the HRA representative position and Tom Merz as an alternate. All voted in favor and the motion carried. Subdivision Variance Request, 1791 Stoughton Avenue, Otto Kettner Waibel explained that the applicant is requesting a lot area variance to create separate lots of record for the two existing residences on the property. The owner/applicant resides in the westerly of the two residences and wishes to sell the easterly residence and buildings. He stated that this proposal has merit because it will resolve the present non-conforming situation of two principle structures on one zoning lot and that it will increase the chances of overall improvements to the easterly residence and property by making owner occupancy possible. . J. Thompson moved, seconded by Merz that the Planning Commission recommend preliminary plat approval of Kettner's Addition as depicted on the Preliminary Plat marked Official Copy dated received December 16, 1983 and contained in Planning file 83-16 Subdivision with the suggestion to the City Council that they request an evaluation of the on-site sewer system. e Planning Commission Minutes January 11, 1984 Page 2 J. Thompson, Merz, Ryan and Conrad voted in favor, Albee, naye. Motion carried. * Albee felt that the lot size was to small for the required variance. They (lots) are not consistent with the Comprehensive Plan. She also felt that this is a sensitive area because it is an unsewered area, the floodplain, the wildlife due to the slope of the property. Approval of Minutes The minutes of December 14, 1983 were reviewed. Merz moved, seconded by Conrad to approve the minutes as written. Merz and Conrad voted in favor, Ryan and J. Thompson abstained. Motion carried. Ordinance Worksession The Planning Commission discussed methods of calculating residen- tial densities and private docks in the Wetland Ordinance. ~ Meeting adjourned at 10:20 p.m. e
