The meeting was called to order at 7:40 p.m. by Vice-Chairman
Mike Thompson.

Waibel stated that the request was for subdivision, rezoning from
P-l, Planned Residential Development District to P-3, Planned
Community Development District and site plan approval for the
construction of a 35 unit hotel with restaurant, lounge, meeting
room and recreational facilities. He stated that the proposal
also includes the construction of a carriage house with garage
and storage space and a 258 occupant meeting room, a 100 occupant
chapel for private services and a grist mill structure for theme
enhancement. He noted that sanitary sewer and water service will
need to be extended to serve the property from south of Hwy. 5.
and an update to the feasibility study for street, sewer and water
improvement is planned to be completed prior to filing of final
plat.
waibel noted that the preliminary plat depicts the dedication of
right-of-way along the southern boundary of the property for pur-
poses of a future frontage road between Co. Rd. 17 and Lake Ann
Park. He noted that the City Engineer has indicated that the
alignment as shown on the preliminary plat is acceptable.
The number of parking spaces allocated in the plan exceed zoning
ordinance standards and also appear to be adequate for special
events such as weddings or conferences.

Waibel explained that the first level floor plan shows an
approximate 2,000 square foot area designated as general store

for the sale of gifts, furniture and convenience items commonly
sold on hotel premises. He stated that staff finds the proposed
general store concept for the Sunnybrook plan as consistent with
the provisions of the P-3 District.
Waibel stated that the applicant submitted a proposed landscape
plan and felt it has a good distribution of deciduous and conifer
plantings. The only staff comment on the plan is that the appli-
cant may consider minor adjustments in plant location when their
grounds lighting plan is finalized. The applicant has indicated
the possible use of ornamental fixtures for grounds and aesthetic
lighting as opposed to the typical high pressure sodium fixtures
that are found in the cities commercial districts. Staff finds
that such fixtures would be consistent with the overall theme of
the project.
Waibel stated that the proposed sign area is consistent with the
requirements of Sign Ordinance 36. The applicant has been
advised that the sign height is not to exceed twenty feet.
Mr. Irwin Kilstofte, the applicant's architect, was present and
went over the site plan, landscape plans and the two phases of
the project.

J. Thompson moved, seconded by T. Merz to close the public
hearing. All voted in favor and the motion carried.
Albee stated that the smaller trees will take a long time to pro-
vide much cover and asked the applicant if they would possibly
consider using fewer but larger trees in the landscape plan as
opposed to 2" trees and so many.
T. Merz asked about the timing of the phases and the applicant
stated that they would like to have it completed in 3-5 years,
opening the motel at the latest on November 1, 1984.
J. Thompson moved, seconded by Merz that the Planning Commission
recommends approval to rezone the property for P-l, Planned
Residential Development District to P-3, Planned Community
Development District, approval of the Sunnybrook preliminary plat
as depicted on the Schoell and Madson preliminary plat dated
received February 17, 1984 and approval of the site plan as
depicted on the site plan, landscape plan and building elevations
and general floor plans dated received February 1, 1984 and with
the condition that the final lighting plan be shown to the
Planning Commission before filing of the final Preliminary plat.

The above approvals are subject to the condition that project
commencement should not occur until the final plat has been
approved and the installation of public improvements have been
initiated.
All voted in favor and the motion carried.

site plan Review for Conversion of Residence at 18791 Arboretum
Boulevard to Office Use
Waibel explained that the proposal is to convert the existing
residence on the property to office use for approximately 9
employees. The proposed conversion has been described as con-
sisting of interior repainting and recarpeting with minor stair-
well alterations. The floor area involved in these improvements
is approximately 2,200 square feet. He stated that from a land
use standpoint, the present residential use is non-conforming to
the permitted uses in a P-3 District. The proposed change in use
will result in a conforming land use. The applicant has indi-
cated that the use of the accessory buildings on the property
will be limited to that accessory to the proposed office use of
the residents.

Concerning utilities and access, municipal sewer and water is not
yet available to the property and the present access is directly
onto Highway 5. It appears that street, sewer and water improve-
ments are likely to be constructed as part of the Lake Drive East
extension in 1984 or 1985. Staff finds that the proposal has
merit for reasons that the proposed use has a comparable or lower
level of traffic and sewage generation, the extension of street,
sewer and water improvements to service the property appear
reasonably imminent and that the applicant agrees to relocate
access to Lake Drive East and connect to sewer and water services
as soon as these improvements are completed.
Albee moved, seconded by J. Thompson that the Planning Commission
recommends approval of the change in use of the residence located
at 18791 Arboretum Boulevard to office use as presented in
Planning Case 84-1 Site Plan with the following conditions:
1. That the applicant obtain any necessary building permit
approvals for planned structural alteration involved in the
proposed change in use.
2. That the use of the existing accessory buildings on the pro-
perty be restricted to uses accessory to the office use of
the property.
3. That the applicant vacate the existing direct access onto
Highway 5 and secure access via Lake Drive East within 6
months after the construction completion of Lake Drive East.
4. That the applicant connect to municipal sewer and water
service within 6 months after the completion of installation
of Lake Drive East sewer and water services.

The emphasis to be put on condition number 3, that the applicant
vacate the direct access as soon as possible.
All voted in favor and the motion carried.

Approval of Minutes
Albee moved, seconded by J. Thompson to approve the minutes of
February 8, 1984 with the addition on page 2 on the recommen-
dation for Maynard Happe, "commissioners J. Thompson and Albee
stated that they are still unhappy about the allowing of 2! acre
subdivisions in the unsewered areas."
J. Thompson, Albee and M. Thompson voted in favor, Merz
abstained. Motion carried.
J. Thompson moved, seconded by Merz to adjourn the meeting. All
voted in favor and the motion carried. Meeting adjourned at 8:20
p.m.
