Chairman Conrad called the meeting to order at 7:43 p.m.
Land Use Plan Amendment #84-1 and Conditional Use Permit #75-2:
Proposed land use plan change from Parks/Open Space to
Residential-Low Density for property located along the east side
of Highway 41 and proposed revision to Lake Minnewashta Regional
Park Conditional Use Permit to remove "Parcels C & D" from Park
Plan.

This item was tabled from the June 27, 1984 Planning Commission
meeting in order for Carver County to have a representative
present to answer some questions regarding the park capacities.
Commissioners Merz, Conrad and J. Thompson felt that with a
decrease of 52 acres in the size of Minnewashta Regional Park,
the County should portionately decrease the park user capacity by
reducing the number of parking spaces planned for the nature
area. They felt that if the decrease or some type of control on
the number of park users was not established, the resulting
increase in park user density would destroy the "passive nature
park" concept that alot of people put time and effort into
planning.

Mike Liddicoat, Park Planner for Carver County, was present to
respond to concerns about park use. He explained that the
parking facilities planned in the main part of the park (west of
Hwy. 41) were designed to serve only that portion of the park. He
stated that Parcels C & D were included listed in the 1975 Master

Plan at the request of the City of Chanhassen as a nature
demonstration study area and active play area. He added that
this area was anticipated to be used mostly by the Jr. High
School, and that the County had planned on using the school's
parking lot in return for their exclusive use. He felt that the
Commission's request of decreasing the parking was unneccessary
since the development of the park and parking facilities is being
done in phases, and the County and Metro Council would be moni-
toring facility needs as park use increases in the future. He
stressed the fact that the Park will not be developed beyond the
adopted capacity levels in the Master Plan.
Liddicoat explained that the proposed reduction of the Park size
would only increase user density within the nature demonstration
and study area of the Regional Park from 3.1 to 3.9 persons per
acre, and that the affect on park users would likely be insigni-
ficant. He reminded the Commission that Metro Council has
refused to fund acquisition and development of Parcels C and D
until the Council is satisfied that the property will serve as a
Regional Park facility.

T. Merz moved, seconded by B. Ryan, to recommend approval of Land
Use Plan Amendment #84-1, which changes the land use designation
of the Lake Minnewashta Regional Park area lying east of Highway
41 from "parks/Open Space" to IIResidential Low-Density", subject
to the retention of a trailway along the southerly boundary of
the property; and, also recommend approval of an amended
Conditional Use Permit for Lake Minnewashta Regional Park which
removes Parcels C & D and the adjoining 12 acres (all lying east
of Highway 41) from the Regional Park Master Plan, providing that
Park user capacities and planned parking facilities are por-
tionately readjusted to reflect the decreased acreage of the Park.
All voted in favor and the motion carried.
Mike Liddicoat stated that the Park Commission would not be
meeting until July 23, 1984 and that any modifications in the
Park Master Plan would require both County and Metro Council
approval.
Approval of Minutes
T. Merz moved, seconded by J. Thompson, to approve the June 27,
1984 Minutes noting that on page 1 paragraph 3 of the Randolph
Herman item the word "of" be changed to "have". voting in favor
were T. Merz, J. Thompson, and L. Conrad. B. Ryan and H. Noziska
abstained. Motion carried.

Review of Preliminary Draft of Proposed Revised Zoning and
Subdivision Ordinances.
The Commissioners discussed the preliminary draft of the proposed
new Zoning and subdivision Ordinances. Conrad felt that the

organization and format of the ordinance was difficult to follow
making it hard to find various provisions within the different
sections.
Ryan felt that improvement was needed in different sections and
the language was unclear in several areas.
Merz felt that it was very difficult for the commissioners to
be able to review the full draft and identify problems since so
much material is included in the draft.
Following general discussion of the content of the proposed
ordinances the commission decided to review a staff prepared
outline on the major issues anticipated to surface during public
review of the ordinances at their next meeting.

J. Thompson moved, seconded by H.Noziska, to adjourn the meeting
at 11:30 p.m. All voted in favor and the motion carried.
