PLANNING COMMISSION MINUTES
REGULAR MEETING
~ NOVEMBER 28, 1984
Chairman Conrad called the meeting to order at 7:35 p.m.
Members Present
Jim Thompson, Susan Albee, Ladd Conrad, and Mike Thompson.
Members Absent
Tom Merz, Bill Ryan and Howard Noziska
Staff Present
Barbara Dacy, City Planner, Jo Ann Olsen, Asst. City Planner and
Vicki Churchill, Secretary.
Public Hearing: Metes and Bounds Subdivision Request #84-24 for
property legally described as Lots 27 and 28, Murray Hill
Subdivision, on property zoned R-l, single Family Residence
located at 6200 and 6230 Murray Hill Road, Wayne Fransdal, appli-
cant.

Jo Ann Olsen stated that the applicant is proposing to divide his
two parcels into three parcels. She stated that homes currently
exist on proposed Parcels A and B with Parcel C being designated
as another building site. She also stated that a 15 foot front
yard setback variance was granted enabling the applicant to
build at 6200 Murray Hill. She stated that the proposed sub-
division meets the zoning requirements. She stated that the City
Engineer noted that Parcel C will be required to tap the existing
mains for service and the owner is liable for all installation
costs.
Albee moved, seconded by M. Thompson to close the public hearing.
All voted in favor and the motion carried.
M. Thompson asked if there were assessments on all three lots.
Wayne Fransdal stated that there was. He stated that deferred
assessments are on Parcel C.
M. Thompson asked how the applicant came up with the design of
the subdivision.

Fransdal stated that it is very close to the way it is now except
that it is squared off in the back rather than a triangle. He
stated that the driveway to the existing building on Parcel C is

not quite exactly as drawn. He stated the property line should be
right at the edge of the driveway. He wanted it there so that if
in the future if he wanted to build another garage on his home,
he would have the necessary setback requirements.
Conrad asked staff under what circumstances a metes and bounds
subdivision is granted.
Dacy stated that staff discussed this with the applicant and
stated that the applicant has the right to pursue either platting
or a metes and bounds subdivision. She stated that he is
creating three parcels and, under the policy that has been used
in the past, a metes and bounds subdivision could be applied for.
Albee moved, seconded by J. Thompson to recommend approval of
subdivision Request #84-24 as recommended by staff. All voted in
favor and the motion carried.
Approval of Minutes
Albee noted some changes on the minutes and that verbatim should
be done on the Piper Ridge requests. Staff stated they would
have that completed for the City Council meeting.

J. Thompson moved, seconded by M. Thompson to approve the
November 14, 1984 minutes with those changes as noted. All voted
in favor and the motion carried.
Open Discussion
Conrad requested staff to develop a timetable for Planning
Commission and City Council review of the Zoning and Subdivision
Ordinances.
Albee stated that the can recycling was doing very well and won-
dered if maybe they could look into recycling the paper from the
packets they receive.
Mr. Robert Eide: I would like to set the record straight on
November 14, I stated that Mr. Eugene Quinn's property could not
be served by the lift station and needed direction to sewer
access points, but I pointed wrong on topographical map that
I distributed to you, that is incorrect. His property can be
served by gravity flow in the back of his property 2500 feet with
the sewer line to the lift station on Lyman. But I still think
it is unreasonable until property around his is developed. I
just wanted to set the record straight.

8:30 p.m. All voted in favor and the motion carried.
