1982 10 14 , . . MINUTES OF THE REGULAR CHANHASSEN PLANNING COMMISSION MEETING HELD OCTOBER 14, 1982 AT 7:30 P.M. COUNCIL CHAMBERS, 690 COULTER DRIVE CHANHASSEN, MINNESOTA Members Present: Ladd Conrad, Bill Swearengin, Mike Thompson and Carol Watson. Members Absent: Howard Noziska and Jim Thompson Staff Present: Bob Waibel and Becky Foreman The meeting was called to order by Ladd Conrad at 7:30 p.m. The Planning Commission interviewed the following candidates for the position on the Planning Commission: 1. Orval (Pike) Larson 2. William Ryan 3. Susan Albee 4. Charles Robbins The Planning Commission reviewed the application of James Bohn because he could not be in attendance. Site Plan Review, 48,700 Square Foot Proposed Office/Warehouse BUIId~ Lots ~ and ~ Block ~-chanhassens Lake Business Center, Opus Development Corporation. Present: Michelle Foster, Opus Corporation Waibel presented the staff report to the Planning Commission. He explained that the applicant is proposing to construct a 48,700 square foot building on a 3.61 acre parcel consisting of Lots 4 and 5, Block 5 of Chanhassen Lakes Business Park. Waibel also said that the property is zoned for industrial development. waibel explained that the City Council has approved the grading plan for the request so that the Riley-purgatory Creek Watershed District Board of Manager could approve a land alteration permit without further delay. That permit has been granted at this time. Waibel said that the number of parking spaces does meet the ordi- nance standards for the use as proposed, but if the building needs more parking space in the future, the area along the railroad could be used for additional parking without falling much below the 30% greenspace requirement. Waibel said that the proposed lighting plan is consistent with City policy to install shielded high pressure sodium fixtures for the grounds. Foster stated that all the parking is to be restricted to the site and they will not allow any parking on the street. , . . Planning Commission Minutes October 14, 1982 Page 2 Foster explained that the inner service court is to keep trucks from being visable from the street. Foster said they are trying to preserve as much greenspace as possible in the front area of the building to provide for attractive office areas. Foster indicated that the building is flexible and is able to hold up to 17 tenants. The truck area also is able to have 17 entrances. Foster said they are expecting 10% office and the remainder to be warehouse uses. Foster also indicated that she has no potential tenants at this time. M. Thompson asked if the building would have more office uses than expected, would the parking lot be able to handle the extra parking needed. Foster indicated that this building is for lower office and higher warehouse needs. Waibel explained that the applicant could add 32 more parking spaces along the railroad and still meet the 30% greenspace requirements. Waibel explained that the parking and greenspace ratios are both consistent with City ordinances. Foster said that they would like to start building this fall. Swearengin moved, seconded by Watson to recommend to the City Council to approve the site plan review as presented with the following conditions: 1). That the applicant agree to hold the City harmless of any costs associated with the restoration of the parking area within the utility easement located along the eastern boundary of lot 4 should any utility repair be necessary. 2). That the applicant provide verification to the City that the railroad and the property owner adjacent to the west have no problems with the driveway encroachment over the railroad spur easement located in the southwest corner of the property. 3). That all parking associated with the proposed building be restricted to the designated parking areas on the site. 4). That the perimeter of all parking and maneuvering areas be lined with concrete curb. 5). That all roof-top mechanical equipment be screened from street level. 6). That the applicant work with staff to amend the landscaping plan to include more plantings of the evergreen type. , Planning Commission Minutes October 14, 1982 Page 3 7). That the applicant post a letter of credit with the City in an amount equal to 110% of the estimated cost of uncompleted off- structure improvements at the time at which a certificate of occupancy is requested. All voted in favor and the motion carried. Minutes Swearengin moved, seconded by M. Thompson to approved the Planning Commission minutes of September 9, 1982 as presentea. All voted in favor and the motion carried. Swearengin moved, seconded by M. Thompson to noted the City Council minutes of August 23, 1982. All voted in favor and the motion carried. Swearengin moved, seconded by M. Thompson to note the City Council minutes of September 7, 1982. All voted in favor and the motion carried. Swearengin moved, seconded by M. All voted in favor and the motion carried. ~ Planning Commission Candidates Swearengin moved, second by Watson, to recommend to the City Council to appoint William Ryan to fill the opening on the Planning Commission. All voted in favor and the motion carried. Open Discussion M. Thompson made a motion, seconded by Swearengin, to move the meeting date back to Wednesday. All voted in favor and the motion carried. .
