MINUTES OF THE REGULAR CHANHASSEN
PLANNING COMMISSION MEETING
HELD DECEMBER 1, 1982 AT 7:30 P.M.
COUNCIL CHAMBERS, 690 COULTER DRIVE
CHANHASSEN, MINNESOTA
Members Present: Ladd Conrad, Mike Thompson, Bill Ryan,
Carol Watson, Jim Thompson, Howard Noziska

The meeting was called to order by Chairman Conrad at 7:40 p.m.
Oath of Office:
Bill Ryan was sworn into office by Chairman Conrad.
Interview of Candidates:
Susan Albee, David Dummer and Ladd Conrad were interviewed for
the two openings on the Planning Commission effective January 1,
1982, which will be created by the expiration of Ladd Conrad's
term and Carol Watson's resignation.
~ Susan Albee indicated that she has a great deal of interest in
planning for Chanhassen's future growth and development. She
said she would like to represent all residents of the community
and see the City mature sensibly. It was also noted that this
was Susan's second interview.
David Dummer said he would like to see Chanhassen encourage
high-technology industrial development that will utilize the
skills and talents of Chanhassen residents. He felt that the
provision of more jobs will help to pull the City together and
give the community greater identity as a full-service city.
Dummer further stated that he would like Chanhassen to have
orderly, well-planned growth.
Candidate Selection:
J. Thompson moved, second by Noziska, to recommend that the City
Council reappoint Ladd Conrad to the Planning Commission. The
following voted in favor: Watson, J. Thompson, Noziska, Ryan.
Conrad and M. Thompson abstained.
The Planning Commission agreed that both applicants for Carol
Watson's seat were well qualified for the position for different
reasons. They also felt that if the selection of a new Planning
Commissioner were delayed in order to solicit applications from
other citizens, present applicants might become discouraged and
lose interest in serving.

Watson asked the Planning Commission if they would consider
having her stay on the Planning Commission once she becomes a
member of the City Council.

Planning Commission felt it would be entirely acceptable and
perhaps even advantageous to have Watson on both the Planning
Commission and the City Council. Conrad felt that communication
between the two groups would improve as a result of dual mem-
bership by Carol.
Watson asked the Commission for some time to reconsider her
resignation, in light of the Commission's positive response to
this idea. She promised a decision prior to the City Council
meeting scheduled for December 6, 1982.
J. Thompson moved, seconded by M. Thompson, to recommend that the
City Council appoint Susan Albee to the Commission effective
January 1, 1983 in the event that Carol Watson resigns. The
following voted in favor: M. Thompson, Noziska, Ryan, Conrad,
J. Thompson. Watson abstained.
The Planning Commission agreed that Susan Albee would be best for
the position because of her awareness of current issues in the
City and her enthusiasm and interest in the growth of Chanhassen.
Selection of Planning Consultant for Preparation of New Zoning
and Subdivision Ordinances:

Noziska felt that the Planning Commission has been spending too
much time going over minute details, while losing sight of the
large planning issues. He suggested that the Commission update
the ordinance by starting with a skeleton, or outline of major
issues, and then begin adding substance to the ordinance after
major issues have been addressed. He expressed a sense of
urgency in updating the Zoning and Subdivision Ordinances and
encouraged the Commission to make a decision on consultant selec-
tion immediately.
M. Thompson agreed that a decision should be made at this meeting
or a delay of up to 60 days in starting the project could result.
J. Thompson moved, seconded by Conrad, to recommend approval of
the Professional Services Agreement with Zack Johnson and
Associates, Inc. for assistance in the preparation of a new
zoning and subdivision ordinance. The following voted in favor:
Ryan, Conrad, Watson, J. Thompson. Noziska and M. Thompson
abstained.

Approval of Minutes
Watson moved, seconded by M. Thompson, to approve the minutes of
the November 10, 1982 Planning Commission meeting as presented.
All voted in favor and the motion carried.
Watson moved, seconded by M. Thompson, to note the minutes of
the October 18, 1982 City Council meeting. All voted in favor
and the motion carried.
Watson moved, seconded by M. Thompson, to note the minutes of
the November 1, 1982 City Council meeting. All voted in favor
and the motion carried.
Watson moved, seconded by J. Thompson, to note the minutes of the
November 9, 1982 Environmental Protection Committee meeting. All
voted in favor and the motion carried.
Watson moved, seconded by J. Thompson, to note the minutes of
the November 16, 1982 Environmental Protection Committee meeting.
All voted in favor and the motion carried.

The Commission asked that one member of the Environmental
Protection Committee attend next meeting to give a status report
on the Wetlands Protection Ordinance. M. Thompson also requested
that a copy of the Committee's 1982 attendance roster also be
provided to the Planning Commission.
Adjournment
J. Thompson moved, seconded by M. Thompson, to ajourn. All voted
in favor and the motion carried. Meeting was adjourned at 10:30
p.m.
