Park and Trail Capital Improvement Program
On July 25, 2006, staff presented a recommendation to the Park and Recreation
Commission for the 2007 Park and Trail Capital Improvement Program. Upon
conclusion of the discussion that evening, the Commission tabled the item and
requested staff to reschedule the item on the August agenda. One of the primary
motivators for doing so was to study the 2007 CIP alongside of the current five
year CIP for years 2006-2010.
The goal of managing a successful Park and Trail CIP program is to provide
recreational facilities and open space areas that reasonably meet the outdoor
recreation needs of the community's residents and protect environmentally-
sensitive areas. The city's comprehensive plan identifies a number of policies to
accomplish this goal. Primary among them are:
~ Provide park and open space facilities that emphasize accessibility and use
by Chanhassen residents.
~ The location, design, use and impact of recreation facilities should be
compatible with and enhance the environment of both the site and
surrounding area.
~ Encourage the cooperative effort between local school systems and the
city in the acquisition, development and usage of recreational lands and
facilities.
~ Provide open space areas that assist in the conservation and protection of
ecologically sensitive areas.
~ Provide a system of neighborhood parks that are centrally or conveniently
located within the area they serve and where possible, are integrated with
school facilities.
~ Encourage citizen participation in the planning for and development of
park and open space facilities.
~ Provide a balanced park system that includes neighborhood parks,
community parks, special use facilities, schools and private developments;
all interconnected by a linear trail network.
~ Where possible, neighborhood park lands should be planned for prior to
development to ensure that future facility demands can be met.
~ The city should develop a comprehensive interconnected trail/sidewalk
system throughout the community.

The big picture in the world of comprehensive park and trail planning requires
that the land and/or right of ways necessary to establish a park and trail system be
acquired and set aside. Secondary efforts focus on the development and
maintenance of desired facilities and land improvements.
To date, the City has acquired 740 acres of park and open lands throughout the
community. This represents approximately 5% of our total area. A focus on the
city's trail system over the past ten years has resulted in the construction of public
trails now totaling 54 miles in length. An additional 23 miles of sidewalk connect
many individual neighborhoods to the trail system. The ability of the Park and
Recreation Commission to continue to guide these acquisition and development
efforts is essential to our continued success in these areas.
Attached please find my recommendation as presented last month for the 2007
Park and Trail acquisition and development CIP. Also attached is a listing of the
current 5-year CIP (2007-2011). In recent years, the Commission has focused on
safety improvements in the area of playgrounds. With leadership from the
council on this item the city has replaced or updated all outdated playgrounds
over the past three years. What is your next priority? What items are missing
from the current 5-year CIP? What items currently listed have lost their luster? I
look forward to a discussion with the Commission in the coming week to answer
these questions.
RECOMMENDA TION
Staff recommends that the Commission forward a recommendation to the City
Council for a 2007 Park and Trail Acquisition and Development CIP and an
updated 5-Year CIP (2007-2011).

The time has also arrived to prepare a recommendation to the City Council
concerning the Department's 2007 CIP. At present, there are seven projects
identified for completion in 2007.
