Chairman Tsuchiya called the meeting to order at 7:01 p.m.

VISITOR PRESENTATIONS.
1. Invitation to Memorial Day Ceremony - May 30, 2022
Recreation Supervisor Mitchell Czech invited the Commissioners and public to the annual
ceremony, noting it is in partnership with American Legion Post 580 and they offer cemetery
services and a ceremony at City Center Park. The Memorial Day Ceremony will take place at
City Center Park at 12:00pm. Major General Eugene R. Andreotti, USAF (Ret.) will be joining
us as a keynote speaker for our ceremony.

Commissioner Kutz moved, Commissioner Markert seconded to approve the Minutes of
the Park and Recreation Commission Meeting dated April 22, 2022 as presented. All voted
in favor and the motion carried unanimously with a vote of 7 to 0.
GENERAL BUSINESS.
1. Park Referendum Update

Park and Recreation Director Jerry Ruegemer gave an update regarding the Park Referendum
Task Force. The group have met four times and are starting to make progress. They have done a
facility update and discussed fire stations, the 40 year old City Hall building, and the recreation
center. The group also heard a presentation on the Lake Ann Feasibility Study and it came to the
forefront that completing that preserve project is a priority to the Task Force. At the last meeting
the group heard a financial presentation from City Manager Hokkanen about the referendum
capacity, the tax base, and the fact that compared to many other cities Chanhassen has favorable
tax rates. At the next meeting the Task Force will look at what type of project to focus on, the
use, locations, and costs for things such as turf, lights, an inclusion playground, permanent
bathrooms at the parks, and an indoor ice sheet. They will look at the questions of an ice arena,
an addition to the rec center, and look at other priorities within the City.
Commissioner Markert asked if there are any options for seniors on the list.
Mr. Ruegemer replied in the affirmative, noting they have looked at a walking circuit course
challenge, pickleball courts and lights, Lake Ann walking area, and have identified some trail
gaps. He noted the tagline of the City: that Chanhassen is a community for life and they are
keeping that in mind to appeal to a variety of ages.
Commissioner Peck asked what a turf facility would look like.
Mr. Ruegemer replied it would be soccer fields at Bandimere and Lake Ann Parks along with
lighting components.
Commissioner Kutz asked regarding the $40,000,000 is it Citywide for all buildings or just for
Parks and Rec funding.
Mr. Ruegemer replied it would just be Park and Rec funding and would be separate from a City
Hall building. He noted that number is just a placeholder, as well. Mr. Ruegemer clarified
everyone’s valuations went up on their properties yet the taxes will not go up by that percentage
as there is a complicated tax formula involved. He shared about a flash vote and there was also
interest in some improvements such as a splash pad.
Commissioner Peck noted there is a lot of development coming up so that will help the tax
revenue and could decrease the overall house tax.
Mr. Ruegemer agreed that Avienda and Erhart Farms developments are both coming online. He
clarified the Park Task Force is very aware and concerned about maintaining what the City
already has. Part of the conversation has been around language in the referendum allocating a
certain amount of dollars to current infrastructure.

Mr. Czech shared about summer programs including concession and watercraft rentals that will
open this Saturday, May 28 and run through mid-August from 11:00 a.m. to 7:00 p.m. He noted
they did not have any applicants for the Concession Manager position so day-to-day operations
will be handled by Mr. Czech and the intern. This year they have a Square cash register to
process credit card payments, a new tandem kayak, paddleboard rentals, and Staff has been
processing picnic requests with many dates already full; he expects approximately $16,000 of
revenue from the rentals. The beach at Lake Ann is open to the public all summer long between
the hours of 6:00 a.m. and 10:00 p.m. daily. Lifeguards are scheduled starting on Saturday, June
4 between the hours of 11:00 a.m. until 6:00 p.m., weather permitting, until August 14. The City
is contracting with Minnetonka Aquatics again this year for the lifeguard services.
Commissioner Markert asked if Square takes Apple Pay.
Mr. Czech replied in the affirmative.
Commissioner Markert thinks Lake Ann is one of the City’s best features and asked if the new
marketing person could create a video for social media featuring all of the things available at the
park.
Mr. Czech noted that is a great idea, they have had some discussions and are excited to shoot
some videos.
The Commissioners discussed drone footage at the parks, the Square app, and signage with QR
codes.
2. 2022 Summer Programs Preview
Recreation Supervisor Tandon shared a preview of the summer preschool, youth, and family
programs noting they have a lot of fantastic adult and senior programs, as well which are listed
on the Chanhassen website. She highlighted some preschool programs including the Summer
Discovery program, sports programs, and dance camps. For youth they also have the Summer
Discovery program, Lake Ann Adventure Camp, and many other camps including archery,
paddleboard, golf, tennis, gymnastics, dance, and Tae Kwon Do. They also have staying at home
classes, mother/daughter self-defense classes, babysitting, and a teen volunteer program. For
family and inter-generational programs they have the 39th Annual 4th of July Celebration, a new
Park Passport Program suggested by Commissioner Markert, and the annual concert series.
Chair Tsuchiya asked about the farmer’s market.
Ms. Tandon replied the farmer’s market will happen this year on Saturdays starting June 4 and
running through September 24 from 9:00 a.m. to 1:00 p.m. at City Center Park and has been
taken over by two local business people.

Commissioner Markert asked about hiring and positions for the summer.
Ms. Tandon stated currently they have full staff for the playground leaders and Lake Ann
Adventure Camp. Most positions are filled for concessions, the two full-time seasonal staff were
hired early on, and Park Maintenance is still looking for applicants 18+ who want to work
outside over the summer.

SUMMARY
FACILITY IMPROVEMENTS
The wall replacement project has stalled. Hufcor has ceased operations. Staff is currently working on
next steps. Two walls have been installed, a third has not.
Chan Rec Center gymnasium and studio will be closed August 1-16. Sanding and sealing of the floors
is performed by District 112 during this time.
REC CENTER EVENTS
Bunny Day: On April 9, Minnesota Companion Rabbit Society partnered to offer bunnies for Bunny
Yoga and and a free Hoppy Hour. Yoga instructor, Christine Pedretti, led yoga with 32 participants.
After yoga, MCRS offered an information session and information on fostering and adopting rabbits.
Over 300 people attended this event.
Super Hero Party: Co-sponsored with Victoria Rec Center, this event featured a bounce house,
inflatable obstacle course, dance, crafts, and photo booth. Over 200 people attended this event at the
Victoria Rec Center.
PROGRAM INFORMATION
Dance for Fun: The Dance for Fun year-end recital was May 7 at Chanhassen High School. Eighty
dancers participated and 339 tickets were sold. There are 20 camps and classes are offered over the
summer months.

Youth Safety Trainings: We had 28 youth receive their Babysitting Training Certificates this spring and
22 children participate in our Safe Kids 101 Training. Another session of each program will be offered
this summer.
Bicycle Maintenance: New this year, Eric Bloom of Bjorn Cycling is offering 1- and 2-hour bicycle
maintenance and repair classes. This has been successful a successful program and participants have
appreciated learning the skills.
Fit for Life: This continues to be a popular fitness program for seniors. Participants receive a great
workout and plenty of socializing. Kaye Benson is a great instructor and keeps everyone coming back.
We have had 32 registrations and 132 drop-ins for the 2022 classes.
REC CENTER SPORTS:
Small Fry Sports (ages 3-4): 48 children participated in Spring Soccer. The first T-ball sessions are full
with 68 youth participating. In July, there will be a three-week session of Flag Football/Golf in July,
followed by another 5-week T-ball session.
Lil’ Star Sports (ages 5-6): 34 children participated in Spring Soccer. Currently, 65 youth are
participating in T-ball. Flag Football and Golf have a three-week session of Flag Football/Golf in July,
followed by another 5-week T-ball session.

SUMMARY
The City of Chanhassen's 39th annual 4th of July Celebration will be held on July 2, 3, and 4 in
downtown Chanhassen. Participation levels can reach up to 70,000 over the course of the three-day
celebration.
BACKGROUND
DISCUSSION
The 39th annual 4th of July Celebration will be held Saturday, July 2 through Monday, July 4. All
activities on July 2nd and 3rd will take place at City Center Park and Chanhassen High School, with
July 4th activities taking place at City Center Park and Lake Ann Park.
July 2
Family Fun Night at the carnival will take place on July 2 from 3-10pm at City Center Park. All rides
from 3-8pm will be $2. The Family Fun Night gives families the opportunity to enjoy the carnival
without the noise and crowds of the street dance and beer garden.
July 3
Activities, games, and events for people of all ages will be available on July 3; most held at City Center
Park from 3-11pm. These include carnival rides, kiddie games, kiddie parade, the SouthWest Metro
Chamber of Commerce Business Expo, Taste of Chanhassen and Beer Garden (presented by the Rotary
Club of Chanhassen), live music, and more. The annual street dance will be held from 5:30-11pm, with
Up South band opening for PopROCKS, the headlining cover band. A full schedule of July 3 events can

be found on the attached event flyer.
July 4
Many family-friendly activities will run on the 4th of July as well, as both Lake Ann Park at City Center
Park. These include two fishing contests, a medallion hunt, sand sculpture contest, live music, Bingo, a
llama experience, and more. The Rotary Club of Chanhassen will present the Taste of Chanhassen, Beer
Garden, Classic Car Show, beer sales at Lake Ann Park, and 4th of July Parade. The celebration will
end with the annual fireworks display at Lake Ann Park at 10pm.
The 4th of July parade, produced by the Rotary Club of Chanhassen, will be held on Monday, July 4 at
2:30pm. The parade route is identical to previous years, beginning at Chapel Hill Academy and running
through downtown Chanhassen. The parade will kick off with historic planes flying over downtown
Chanhassen, produced by the Rotary Club of Chanhassen.
The City of Chanhassen is partnering with many organization and departments to create a safe and
enjoyable festival. The Carver County Department of Public Health will provide Responsible Beverage
Server Training to those involved in the selling and serving of beer during the celebration. The City will
provide a nursing and diaper changing tent on the evening of July 3. Deputies from the Carver County
Sheriff's Department will be present throughout the festival, as well as representatives from Chanhassen
Fire, who will provide general first aid response throughout the event. The City's Park Maintenance
department will provide overall event support and create a safe and welcoming space.
In addition, the City has partnered with several other organizations, including the Rotary Club of
Chanhassen, SouthWest Metro Chamber of Commerce, and the Minnesota Twins to offer activities
during the celebration.
An 8-page magazine was produced and direct-mailed to all residential homes in Chanhassen. Print ads
were published in the Chanhassen Villager and Chaska Herald newspapers, and digital ads were
purchased, targeting residents and visitors to Chanhassen. Marketing was also done on social media
(Facebook and Instagram), and a Facebook event was created for the event.
4th of July T-shirts are available for purchase prior to the event online and at City Hall. T-shirts will
also be available to purchase on July 3rd at the event. Adult and youth sizes are available in multiple
colors each.
The 4th of July Celebration is the most anticipated Chanhassen community event of the year; it is
presented by the City of Chanhassen, Rotary Club of Chanhassen, SouthWest Metro Chamber of
Commerce, and is sponsored by local 2022 Community Event Sponsors.

SUMMARY
With summer now in full swing, here is a brief update of what Park Maintenance has been working on
and what's coming up!
This year 25 seniors from Southwest Christian High School participated in their senior service
day project. Maintenance crews assisted the kids in working at City Center Park pulling weeds
and mulching landscaping beds.
Crews have been busy starting up and repairing the city's irrigation systems. All of the
community parks are up and running for the season with just a few locations left throughout the
downtown.
As a part of the 2022 Park Replacement Schedule, North Lotus Park hockey rink replacement
will start within the next few weeks. The scope of the project will include the replacement of the
existing boards, bituminous, and drainage system. A new playground will also be installed at
Roundhouse Park.
All facilities are up and running and the parks have been getting a lot of use! First applications of
fertilizer and broadleaf weed control have been applied to the sports fields. Additional
applications to surrounding areas will be completed as weather allows.
John Wickenhauser will start fulltime with the Park Maintenance Department in early July.

Seasonal staff have been hired and we are fortunate to have a great group. Seasonal staff are

responsible for the daily maintenance tasks that are completed throughout the city which includes
all the mowing, weed whipping, field maintenance, shelter cleaning, event setup, and
trash/recycling collection. Seasonal maintenance crews are an integral part of the success of our
division and do a tremendous job!

SUMMARY
April started a new uptick in participation at the Senior Center as patrons began returning from their
winter places.
As part of our initiative to help 55+ patrons build community, gain new skills, and explore new fun, we
offered some new classes such as "Woodcarving for Women" and "Chair Yoga for Strength and
Balance". We also offered classes to help with Aging in Place, such as "Clutter Control" and "Dementia
Friends Training."
Since we can now offer more trips and excursions, we have planned many day trips throughout the
summer and fall. Many of these trips fill up within one week of post dates. Samples of these day trips
include: Twins Game Trip, "Wicked" at the Orpheum, Red Wing and Lake Pepin Tours, New Ulm, St.
Cloud, and the Guthrie Theater.
We invite speakers and musicians in for programs which help seniors gather, enjoy learning or
listening, and share a meal together. This is especially important for our solo seniors or those who have
been too long isolated due to the pandemic. One special program we were able to bring back this year
was our Dinner with the Mayor on the evening of June 9. Mayor Ryan shared a meal with the attendees,
and then gave updates on the City's projects and initiatives. Afterwards, we all went out to the plaza for
the first outdoor concert of the season.
Today, the Chanhassen Lions Club sponsored their Annual Picnic for Seniors at Lake Ann Park. At the
time of writing this report, over 110 people were signed up for this free event. We are grateful for the
Lions' generosity and service to make this event possible every year.

The day begins with a guided tour of the new, Hocokata Ti Cultural Center and Gathering
Place in Shakopee. This 4,000 sq, ft exhibit includes many Dakota Sioux artifacts and will
enhance visitors' knowledge and understanding of the Mdewakanton Dakota people and
their history. Following the tour, enjoy a delicious lunch at locally famous Dangerfield's
