Contract for Design and Construction Administration Services
PROPOSED MOTION
"The City Council approves a consultant contract with WSB & Associates, Inc.
for design and construction administration services for the West Water Treatment
Plant in the amount of $965,326.00, City Project No. 15 -03.
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
The 2003, a water treatment plant study recommended having two treatment plants;
one to treat the east well field and a second to treat the west well field. Treating the
east well field wells first was a priority since these wells have the highest iron and
manganese content. This recommendation was accepted by the Citizens Advisory
Panel and approved by the City Council. Water treatment for the west well field was
planned to be phased in as needed.
The East Water Treatment Plant was constructed in 2006 and.treats most of the low
pressure zone area.
The City purchased a piece of property in 2005 for a treatment plant and for a
neighborhood park at the time the Lake Harrison development was approved. The
location is at the south end of Manchester Road at the intersection of Lake Harrison
Road and Galpin Boulevard.
On July 28, 2014, the City Council reviewed options to treat the water from the
western wells for iron and manganese.
On November 10, 2014, the City Council authorized preparation of feasibility study
for the west water treatment plant.
On July 27, 2015, the City Council reviewed the feasibility study at the work session.

In the 2016 -2020 the Capital Improvement Plan, the City Council programed the construction of the
west water treatment plan to start as early as fall of 2017.
DISCUSSION
Chanhassen has some unique water quality issues, caused by the high zone's untreated water and the
way it directly influences portions of the city's treated low zone areas. The area, referred to as the
" Minnewashta Loop ", comprises Chanhassen's western border and runs from Highway 5 north up
Minnewashta Parkway to Highway 7 then east to Highway 41. This area is a large hydraulic loop
linked to the low zone's treated water on the southern end and the high zone's untreated water on the
northern side at Highway 7 and Highway 41. During periods of normal to low use, this area is
served with treated water, however, in periods of high use the demand is heavily supplemented from
the high zone. This condition causes troublesome rusty water complaints throughout the

Minnewashta Loop area. The only remedy for these complaints is to perform localized hydrant
flushing to remove the discoloration. Unfortunately, this activity only introduces more untreated
high zone influence on the low zone and also has a dramatic effect on chlorine residuals. Chlorine is
added to the water to guard against disease causing pathogens. The City's untreated water has a high
chlorine demand because it is rich with iron and manganese. These elements chemically oxidize
together with chlorine in distribution piping, bringing them out of solution and creating discolored
material. This condition makes for an uneven chlorine residual throughout the City; higher in the
east and lower to the west.

Wells 3 and 9 located on Galpin Boulevard north of Highway 5, are low zone wells directly
connected to the distribution system and are not treated by the East Water Treatment Plant. These
supportive wells offer water production in periods of high city demand; however, they also bear
negative water quality issues upon the low zone. The areas most affected with discolored water
from these wells are along W. 78th Street and include Arboretum Village Townhomes, the
Vasserman Trail area, and the Walnut Grove HOA. Treated areas of the city not under any direct or
indirect influence from the high zone experience very little or no discolored water throughout the
year.
Treatment of West Wells
The West Plant is currently planned for a total capacity of 6,000 gpm. The future plant is proposed
to have the same gravity cast -in -place treatment process as the East Water Treatment Plant. The
plant would be designed for the ultimate treatment capacity needs of the city and bring all the
western wells and future wells to the plant for treatment. The plant would be designed so treated
water could be able to be pumped in the low and high zones.
CONSULTANT PROPOSALS AND RECOMMENDATION
The City sent out a detailed scope of services request to local consultants for design and construction
administration services for the West Water Treatment Plant. The scope of services in general
includes:
• Preliminary Design
• Final Design
• Bidding Services
• Construction observation and administration services
• Start up and Close out documentation
The proposals were due back to the City on January 13, 2016. Three firms submitted proposals:
Advanced Engineering and Environmental Services (AE2S), SEH, Inc. and WSB & Associates
(WSB).
Staff evaluated the proposals based on:
• Personnel proposed for this project
• Firm's experience in designing and construction of water treatment plants
• Understanding of Services Required
• RFP fee proposed
Fees proposed by the firms are as follows:
• AE2S $1,724,921.00
• SEH, Inc. $1,162,786.93
• WSB & Associates $965,326.00

After evaluation of the proposals, City staff interviewed SEH, Inc. and WSB & Associates and
checked references. Based on the information staff has gathered, it is recommend that WSB &
Associates be awarded the consultant contract for the West Water Treatment Plant. Reference
checks were made on recent projects WSB staff has worked on which includes the City of Brooklyn
Center's new water treatment plant, City of Rosemount's clear well improvement and the City
Hutchinson's water treatment plant improvements. WSB's staff work on these water infrastructure
projects where acceptable and these Cities would hire the same staff again. Projects were on
schedule and did come in at the engineer's estimate.
WSB's team includes the same Process Engineer, Electrical Engineer, and Mechanical Engineer that
designed the City's East Water Treatment Plant. The landscape architect for WSB has worked in the
City of Chanhassen on other projects. The average team member experience has about 25 years of
industry experience in the sewer and water industry. WSB's project approach stressed the
importance of the public involvement process and listening and incorporating ideas into the final
design. WSB's proposal includes additional pilot plant testing to ensure proper plant design.
As with all engineering contracts, the contract will be time and materials not to exceed. The
consultant must submit periodic invoices that staff will review before processing. The consultant
will be required to submit timesheets verifying the hours worked on the project and expense sheets.
Staff will review the invoices and expense sheets for accuracy and conformance to the contract.

AGREEMENT FOR PROFESSIONAL
ENGINEERING SERVICES
AGREEMENT made this 22 "a day of February, 2016 by and between the CITY OF
CHANHASSEN, a municipal corporation in the Counties of Carver and Hennepin, State of
Minnesota, hereinafter called the "OWNER" and WSB & ASSOCIATES, INC. a Minnesota
corporation, hereinafter called the "ENGINEER ".
Owner and Engineer have previously entered in an Agreement for Professional
Engineering Services ( "Master Agreement "). The Master Agreement is incorporated herein by
reference as modified by this Project Specific Supplemental Agreement.
1. SCOPE OF SERVICES. The City retains Engineer to furnish the services set forth in the
Contract Documents for the design, bidding and construction management services for the West
Water Treatment Plant, City Project 15 -03. The Engineer agrees to perform the services.
2. CONTRACT DOCUMENTS. The following documents shall be referred to as the
"Contract Documents," all of which shall be taken together as a whole as the contract between the
parties as if they were set verbatim and in full herein:
A. This Project Specific Supplemental Agreement for Professional Engineering
Services;
B. Master Agreement;
C. Hourly rates of individuals performing work for Engineer dated January 13, 2016;
D. Insurance certificate; and
E. Engineer's proposal for professional engineering services for the West Water
Treatment plant, City Project 15 -03 dated January 13, 2016.
In the event of conflict among the provisions of the Contract Documents, the order in which they
are listed above shall control in resolving any such conflicts, with Contract Document "A" having
the first priority and Contract Document "E" having the last priority.
3. COMPENSATION. Engineer shall be paid by the City for the services described in the
Contract Documents on an hourly basis but not to exceed Nine Hundred Sixty -five Thousand Three
Hundred Twenty -six and No /100 Dollars ($965,326.00), inclusive of taxes and reimbursable costs.
The not to exceed fee shall not be adjusted if the estimated hours to perform a task, the number
of estimated required meetings or any other estimate or assumption is exceeded. Engineer shall
invoice the City as the work progresses and the City shall make progress payments to the
Engineer.
