Staff recommends using them for the next utility study. The study is planned to include evaluation of three alternative alignments. One alternative alignment would include evaluation of an alignment per the Comprehensive Plan. Another alternative alignment would evaluate extending City utilities along Pioneer Trail to TH 101. The third alternative would be to extend sewer along TH 101 north of Pioneer Trail. The study would include an open house so staff can gathering information and comments for the neighborhood. A report would be drafted and presented to the City Council for consideration. As with all engineering contracts, the consultant must submit periodic invoices that staff will review before processing. The consultant will be required to submit timesheets verifying the hours worked on the project and expense sheets. Staff will review the invoices and expense sheets for accuracy and conformance to the contract. Funding for the project would be from the sanitary sewer utility fund. BY: o TITLE: y ;- /! /J C DATE: EXHIBIT A SCOPE OF SERVICES INDIVIDUAL PROJECT ORDER (IPO) NO. 28 LOWER BLUFF CREEK DISTRICT SANITARY SEWER STUDY CITY PROJECT 285bb The City of Chanhassen recently completed preliminary design for TH 101 from Pioneer Trail (CSAH 14) to Ftying Cloud .Drive (CSAH 61) within the Lower Bluff Creek Sanitary Sewer District. As a part of this project, preliminary concept plans were developed for the sanitary sewer and water main improvements that would be necessary to provide future utility service for properties in the surrounding area. During the public involvement process for the TH 101 project, some of the property owners in the area expressed interest in expediting utility improvements to facilitate development of their properties. Representatives from the Mustard Seed at Halla Nursery (Mustard Seed) and Halla Greens Executive Golf Course ( Halla Goff Course) have requested that the City further study the feasibility of providing sanitary sewer service to the area to facilitate the development of their properties. Kimley -Horn will review the feasibility of extending sanitary sewer service to the Mustard Seed and Halla Golf Course properties including the following tasks: 1. Review Existing Conditions A. Kimley -Horn will prepare a base map of existing conditions utilizing the City's GIS data for existing contours and utility information and City as -built drawings. B. We will review the capacity of downstream existing lift stations and sanitary sewer pipe to determine feasible alternatives to provide sanitary sewer service to the Mustard Seed, the Halla Golf Course properties, and other properties along TH 101 between Pioneer Trail and Lakota Lane. We will rely on information within the City's 2030 Comprehensive Plan and information provided by City staff to determine excess capacity in downstream infrastructure. C. We will coordinate a geotechnical exploration of the project area. We have assumed that this may include up to 6 soil borings, We have assumed that the geotechnical exploration work will be completed by others under a separate contract with the City. 2. Evaluate Sanitary Sewer Options A. Kimley -Horn will review land use maps, consult City staff on development opportunities, and determine design sanitary sewer flow rates for the potential developable land within the project area. B. We will evaluate options to provide sanitary service to the Mustad Seed, the Halla Golf Course properties, and other properties along TH 101 between Pioneer Trail and Lakota Lane. We will evaluate options for the routing of sanitary sewer including the following: • Through the Bluff Creek Golf Course property as shown in the City's Comprehensive Plan. • Along Pioneer Trail west to the proposed future lift station location along Powers Boulevard north of Pioneer Trail. • Along TH 101 to the existing lift station Iocated at the northwest corner of the CSAH 101 and West 951b Street intersection. This option may also include the extension of a new forcemain from the lift station north to Lyman Boulevard. 3. Sewer Study Report A. We will prepare a report summarizing the Endings of the sanitary sewer study. A proposed outline for the content of the report is as follows: • Proposed Improvements • Estimated Costs • Summary and Recommendations The report will include exhibits illustrating the proposed improvements. The exhibits will be suitable for use at an open house meeting. A draft report will be submitted to City staff for review and comment. After receiving comments and input from City staff, we will make revisions to the draft report and complete the final report. 4. Meetings A. We will conduct one (1) neighborhood open house meeting to present the preliminary results of our study and gather stakeholder input. We will prepare the open house invite and provide the City with up to fifty (50) printed copies. We have assumed that the City will mail the open house invites. B. We will prepare for and attend one (1) City Council work session to discuss the results of the study. C. We will prepare for and attend up to four (4) meetings with City staff. Our scope of services does not include any of the following services: • Topographic Surveying • Geotechnical Exploration. • Final Design EXHIBIT B ESTIMATED COSTS INDrMUAL PROJECT ORDER (IPO) NO. 28 LOWER BLUFF CREEK DISTRICT SANITARY SEWER STUDY CITY PROJECT 285bb Kirnley -Horn proposes to perform all services for the project on an hourly (cost plus) basis using our current standard hourly rate schedule.
