Sanitary Sewer Televising for the 2017 Sanitary Sewer I/I Project No. 17-04: Approve Quote TY D -r7 CITY OF CHANIIASSEN l 0 • 9 S Chanhassen is a Community for Life-Providing for Today and Planning for Tomorrow tVy AS MEMORANDUM TO: Paul Oehme,Director of Public Works/City Engineer- FROM: Stephanie Smith, Project Engineer DATE: April 24, 2017 O , SUBJ: Sanitary Sewer Televising for the 2017 Sanitary Sewer UI Project No. 17-04: Approve Quote PROPOSED MOTION "The City Council approves a quote for the Sanitary Sewer Televising Service for 2017 Sanitary Sewer I/I Project No. 17-04 from Pipe Services Corporation in the amount of$37,359.93." City Council approval requires a simple majority vote of the City Council present. BACKGROUND The Metropolitan Council is currently monitoring the flow of sanitary sewer from each city to determine the amount of Inflow and Infiltration(I/I)to the Met Council's treatment plant. If the City exceeds the allowance set by the Met Council, the City will be surcharged a fee based on the amount of flow above the allowed amount. This project will help reduce I/I from entering the sanitary sewer system by locating infiltration from the public system and other contributors to I/I in the City's sanitary sewer system. DISCUSSION Sanitary sewer televising consists of cleaning out the sanitary sewer and recording video of the lengths of pipe in the project area. The contractor will produce a report for the City about any deficiencies observed during the video examination of the pipes. The information obtained from the televising will be used to plan what sanitary sewer repairs will need to be included as part of the 2017 Sanitary Sewer I/I Project No. 17-04,the 2018 Street Reconstruction Project and the 2019 Street Rehabilitation Project. BIDS RECEIVED The City of Chanhassen solicited quotes from three contractors on March 27, 2015. Three quotes were received. The low quote for this project was from Pipe Services Corporation. Account#2 Account#4 Description Total Project Cost: 52,100,000 This annual project includes televising, repairs and rehabilitation of existing sanitary sewer. The program also detects and eliminates points of entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration Report and aspects of the program are included in the annual street project. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees. Justification City staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its way into the system either through breaks, displaced joints, manhole covers,or private connections to the system increase the amount charged to the City for sewage disposal and increasing the load on the City's lift stations. It is also the City's intent to use connection charges to help fund for those costs. It is the City's belief that as new customers come on line those connection fees should help fund future infiltration problems. 79 CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES,MINNESOTA DATE: April 24,2017 RESOLUTION NO: 2017-XX MOTION BY: SECONDED BY: A RESOLUTION APPROVING A QUOTE FOR SANITARY SEWER TELEVISING FOR THE 2017 SANITARY SEWER INFILTRATION/INFLOW(I/I) PROJECT NO. 17-04 WHEREAS,pursuant to a request for quotes for sanitary sewer televising for the 2017 Sanitary Sewer I/I project, three quotes were received and opened.
