PROPOSED MOTION
"The City Council approves a resolution awarding a quote in the amount of $15,775.00 to
Caterpiller/Ziegler of Shakopee (Ziegler Powers Systems) for purchase of an Automatic Transfer
Switch (ATS) and to A-1 Electric Services of Waconia in the amount of $2,150.00 for electrical
installation services.
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
The automatic transfer switch (ATS) provides the automatic electric power transfer from Xcel
Energy distribution power to standby generation power during power outages or when requested by
- - Xcel-Energy in accordance with the peak saving program. The existing switching gear of the ATS is -
almost 10 years old and has had a major mechanical failure. The ATS can transfer power
automatically to the generator but not re -transfer power back automatically when Xcel Energy power
has returned. This equipment is out of warranty and City staff is recommending its replacement at
this time.
DISCUSSION
The ATS is housed within its own NEMA 3 stand-alone cabinet and is located next to the City Hall
generator. Removal of the old ATS and installation of its replacement work is proposed to be
completed by an electrical contractor with the assistance of Information Specialist, Rick Rice, and
two Utility Dept. operators. If approved, this work is expected to be completed by October 30, 2017.
Staff has received two quotes for purchasing an ATS and two quotes for electrical installation. The
quotes received are as follows:

The total cost to replace the ATS is $17,925.00. The ATS was a mechanical failure that was not
planned or budgeted for. Staff is requesting funds from the Capital Replacement Equipment fund
balance be used to pay for the ATS replacement.

WHEREAS, the ATS provides the automatic transfer of electrical power from the City
Hall emergency generator to the building during power outages or when requested by Xcel
Energy in accordance with a special utility rate saving program the City is enrolled in; and
WHEREAS, the existing switching gear is almost a decade old and has had a partial
mechanical failure. In its current compromised state, the generator can transfer power but not re-
transfer power back to Xcel Energy when power has returned; and
WHEREAS, staff has received two quotes for purchasing an Automatic Transfer Switch
and two quotes for electrical installation. The quotes received are as follows:
